The conference dedicated to the issues of continuous education was initiated by the Institute for the Development of Education for the third time. In its format, it is fundamentally different from the previous ones. Initially in discussion topical issues theories and practices of lifelong education participated teaching staff institutions of general and additional professional education of the Sverdlovsk region, the geography of participants gradually expanded and the conference received the status of All-Russian. A feature of this year is the partnership participation of the Ural branch of the Russian Academy of Education and leading universities Ural region.

The targets of the conference content have also changed:

- from defining the boundaries and problems of continuous education - to the analysis of the experience and quality of the implementation of continuous education;

– from the definition of social prerequisites for the development of lifelong education – to the analysis of its social results;

– from an analysis of the conditions for the development of professionalism at the individual level to a discussion of the issues of infrastructure formation, systemic conditions and mechanisms for interaction between levels of education.

In accordance with these targets, the areas of work and topics of breakout sessions were determined.

Not accidental is the clarification of the subject of the conference: "guidelines for innovative development." Under the conditions of a fundamentally new structure of society, an intensive information flow, the development of science and technology, the infrastructure, the type of organization of the educational process, educational technologies, teaching methods, and the system for assessing the education received must change.

Continuous education is relevant for all categories of citizens, for various categories of specialists. But still, the topic of continuous pedagogical education remains a priority within the framework of our conference, since in modern conditions the profession of a teacher changes its original content. Teachers are called upon to become tutors (consultants, mentors and intermediaries), and their main task is to help students determine the trajectory of their own education and realize personal responsibility for it.

But the main thing that radically changed the idea of ​​a teacher's professionalism was the deprivation of his status as the only source of knowledge. The information revolution has significantly disarmed the teacher, imposing on him the role of a facilitator of the creation and acquisition of knowledge and competencies instead of the former function of a translator of unique knowledge. On the one hand, he must always look for the most up-to-date knowledge in his field, and on the other hand, he must understand the limitations of these attempts and direct students to independently search for this knowledge.

Under these conditions, the role of the advanced training system should also change dramatically. Its main task is to create conditions for the self-development of teachers.

Of course, changes are taking place in the field of professional development of teachers. More and more educational programs are created not as standard packages, the same for everyone, but focused on specific users. But a lot of efforts are still needed to ensure the professional development of each teacher, and the Institute for the Development of Education cannot solve this problem alone. That is why we are trying to expand the number of partner organizations with which we will ensure the continuous professional development of educators together.

I hope that modern strategies and models of professional development of teachers will be one of the main subjects of discussion. And the resolution adopted at the end of the conference will determine the guidelines for continuous pedagogical education.

Implementation of the principle of continuous education at USPU

Ural State Pedagogical University is the founder of higher professional pedagogical education in the Urals, which celebrated its 80th anniversary last year.

One of the priorities of our university is the formation of a multi-stage system of continuous education aimed at meeting the changing educational needs of citizens and society, the development of the sectoral labor market.

The University strives to create the necessary conditions for the development of a cultured, educated and active person, to ensure that each graduate receives a profession in order to gain confidence in a constantly changing world and achieve success in life based on the effective implementation of the basic acquired professional and social competencies. At the same time, we clearly understand that modern education is education throughout life.

The mission of the Ural State Pedagogical University, as a set of long-term goals arising from an objective assessment of its own potential, is as follows:

· in an effort to provide citizens with access to the knowledge accumulated by mankind, and to make their own contribution to the development of the best Russian and world traditions in education, science, culture, and the social sphere;

· in assisting in the training of thinking people with a broad outlook, deep knowledge and professional competence, capable of becoming the intellectual potential of the education system and other professional systems in Russia;

· in the development of USPU as a regional center of continuous education, science and culture: pre-university, university, postgraduate, additional professional education in a wide range of pedagogical, social and humanitarian specialties;

· influencing the educational, scientific, spiritual and socio-economic development of the Ural region; in the formation of an integrative Eurasian educational and scientific space;

· in the provision of material, educational, scientific, informational, organizational and managerial resources for the development of intellectual potential and stimulation of the creative activity of teachers and researchers, doctoral students, graduate students and students;

· in the transition of the university to the level of development, characterized by the realization of the intellectual potential and the quality of scientific, educational, cultural and educational activities through innovative activities;

· in creating an institutional model for the development of the university, which combines the philosophy of business and education, science and culture; in the formation of a developing professional and entrepreneurial scientific and educational organization;

· in the development of the material base of the university on the basis of modern mechanisms for attracting financial resources; in improving the efficiency of resource use in order to create conditions for doing business that meet the best Russian and international standards;

· in the formation and development of a corporate culture among the subjects of education through the awareness of their role and purpose in a single scientific and educational space of the Ural region and Russia;

· in activating the positioning of the USPU brand as a highly professional scientific and educational organization.

1) a program of preparation for entering a university, designed for 2 years and involving career guidance among graduates of secondary schools in Yekaterinburg and the Sverdlovsk region;

2) 71 programs of higher professional education with the qualification "Specialist", degrees "Bachelor" and "Master", as well as programs of secondary vocational education;

3) 46 programs of postgraduate education with the award of the degree of "PhD" and 4 programs with the award of the degree of "Doctor of Science", for which 7 dissertation councils were created at USPU;

4) professional retraining and advanced training programs for all major professional educational programs of the university, as well as additional education programs with the award additional qualification under the programs "Management in Education", "Personnel Development Manager", "Marketing Manager", "High School Teacher".

The Ural State Pedagogical University in recent years has been intensively coordinating the scientific activities of pedagogical universities in the Ural region. University scientists provide scientific and methodological assistance to educational institutions of general and vocational education. Research and innovation activities are effectively carried out within the framework of scientific schools and areas in the field of psychological and pedagogical, humanitarian, social and natural sciences. In the structure of the Institute of Management, Advanced Training and Retraining of Personnel, the Department of Continuing Education was created, which is the coordinating center of the system of additional professional education. The Department of Continuing Education initiates and participates in projects for the creation and development of professional communities and the development and implementation of joint programs with the Department of Education of the Administration of Yekaterinburg.

Continuity of education is on present stage development of the economy and society a serious problem. The search for its solution is objectively necessary, since there is a progressive growth of socio-economic development, and this affects both personality as a whole. The need for continuous education is due to the progress of science and technology, the widespread use of innovative technologies.
Continuing education is a process of growth of the educational (general and professional) potential of an individual throughout life, organizationally supported by a system of state and public institutions and corresponding to the needs of the individual and society. The purpose of continuous education is the personal development of a person throughout life, increasing the possibility of his adaptation, both in society and in work. Continuing education helps to develop the abilities and capabilities of a person. According to expert estimates, in the next 10 years, about 80% of the technologies used today will become obsolete, while four-fifths of workers will have education received more than 10 years ago. Therefore, the requirement for continuous updating of knowledge, skills and abilities becomes a necessity that defines a new paradigm of education: “not for life, but through life”
A modern person should not only have a certain amount of knowledge and competencies, but also be able to learn. And this means looking for and finding the necessary information to solve emerging problems, constantly acquiring additional knowledge. The ability for continuous learning becomes the most important advantage that determines the competitiveness of a person in the labor market. Now our economy is in need of qualified personnel. If this need is not met, then soon the shortage of qualified employees will affect the economic growth of Russia. Large-scale growth and the introduction of a multi-level system of higher professional education sets as an initial task the development of a system of continuous education, since it requires "bringing" trained specialists to the level of professional qualifications required by employers. It can be said that modern Russian education two extremes - an orientation towards academicism and towards the development of competencies. It is necessary to reach a compromise between them with finding a balance of these approaches in the actual practice of lifelong education. Russia has not created a coherent and flexible system of continuous professional education that would quickly respond to the changing needs of the population in education, as a result of which it would effectively solve problems of a socio-economic, political, moral and educational nature in the interests of the individual, the state and society. Ensuring the availability of quality educational services, the transition to lifelong individualized education for all is one of the main tasks of creating an innovative socially oriented economy. It is necessary to modernize and form new economic mechanisms at all levels of the lifelong education system. As a result, this will ensure its compliance with prospective trends in economic development and social needs, increase practical orientation and investment attractiveness. The goal of the Federal Target Program for the Development of Education for 2011-2015. is to ensure the availability of quality education that meets the requirements of innovative socially oriented development Russian Federation. Continuous education in Russia should be focused on the vision of the country's future as an innovative society, encouraging the creation of a large number of useful innovations (innovations) in education. The system of continuous education is spread all over the world. It includes preschool, secondary, primary and secondary specialized, higher, academic, additional, etc. So, let's consider the system of lifelong education in Russia.

The most important, according to the authors, is to improve the quality of education and the content of education, then the creation and application of new science-intensive technologies in education. This includes technologies that help ensure the rapid expansion ofexchange of educational resources. Citizens can receive education at their place of residence or work. New technologies in education should be created: distance learning, cases, computer simulators, training complexes, business games, project-based teaching methods, etc., which will increase the effectiveness of education. It is necessary to integrate educational institutions of various levels. Today, an opportunity should be created for sustainable ties between producers and consumers of educational services. Along with the traditional forms of continuous education (advanced training, training and retraining of working citizens, business education, training of unemployed citizens), applied master's programs should be developed, as well as training for disabled people, women under targeted programs, migrants, citizens dismissed from military service. Laws and regulations in the field of education should be developed, where the state policy and strategy in the field of education will be determined. Taken together, all of the above activities in the field of continuing education are the embodiment of innto the problems of reforming education. Given the above, we can draw the following conclusions: the main task of lifelong education is the development of innovative thinking. We need to learn how to solve the existing problems of society, man, and the economy. The new emerging continuous education should enable a person of the new time to strengthen his resource of self-development at any age.

The correctness of the development vector and the effectiveness of our Serpukhov site is confirmed by the fact that in December 2012, by order of the director of the Federal State Autonomous Institution "Federal Institute for the Development of Education" Academician Asmolov A.G. the experiment on the development of the system of continuous education was continued within the framework of new topic: "Integrated system of continuing education as the basis for the reproduction of personnel for sustainable innovative development." The platform included two more educational institutions of secondary vocational education - the Provincial Professional College and the Moscow Regional College for the Humanities.

The years of operation of the experimental platform convinced us of the correctness of our initial ideas, the importance of developing integration mechanisms for the interaction of educational institutions between themselves and scientific institutions, increasing the role of network forms of interaction, combining the achievements and capabilities of civil and military higher professional education systems. This is fully consistent with modern domestic and world trends in the development of education. In particular, art. 15 of the new law "On Education in the Russian Federation", which was adopted in December 2012 and comes into force on September 1, is dedicated to network forms for the implementation of educational programs and corresponds to what is carried out in practice in the city of Serpukhov by educational institutions participating in the work of the experimental sites.

The modern system of education can only be a system of continuous education, which has a wide range of opportunities for the formation of optimal individual educational trajectories throughout life, ensuring the continuous development of the student as a person and professional based on the best domestic traditions and global trends in the development of education. One of the important results of the previous stage is the creation of a complete system of continuous education in the field of ICT and management, as we call it “From kindergarten to graduate school. Today, young people, all residents of Serpukhov, the southern suburbs of Moscow, have the opportunity to go through all levels of education on Serpukhov land and defend a dissertation (both candidate and doctoral) here in technical specialties: 05.13.01, 05.12.13, 05.13.19, and also improve qualification and (or) undergo professional retraining in 42 educational programs under our licenses.

The purpose of the new stage of the experiment is to test the principles of construction (based on the ideas of integration, the basic approach and network self-organization) modern system continuous education, which combines the main levels and types of education, the resources of educational institutions of different levels and forms of ownership, scientific, industrial and public organizations providing positive socialization and the opportunity individual development every student as a person and professional throughout his life in the interests of the individual, society, state and is the basis for the reproduction of personnel to ensure the sustainable innovative development of Russia, the preservation of its socio-cultural heritage.

It should be noted that the task of forming a "flexible system of continuing professional education that is accountable to society, developing human potential, providing for the current and future needs of the socio-economic development of the Russian Federation" is the first task of the State Program of the Russian Federation "Development of Education for 2013-2020".

This report consists of three parts.

The first part of the report is devoted to the ideas of sustainable development (SD). Unfortunately, until now the problem and the main ideas of SD have not found due attention (and understanding) both among the broad masses of the population and among politicians and managers, even the upper echelon of power, on which the vector of further development of mankind to some extent depends. Meanwhile, there is no alternative to SD. The question is put as follows: either the transition to SD with limited consumption of the super-rich and the rich and the hope that we have not yet passed all the “points of no return”, or an inevitable (in the foreseeable future) global catastrophe as a result of the development of the negative consequences of the environmental and socio-economic crises. Therefore, the transition to SD is the only worthy way for the survival and preservation of mankind.

Report to the Club of Rome”, in which, on the basis of an analysis of the model of development of world civilization1, it is shown that, at the rates and technologies existing at that time, the growth phase cannot last more than a hundred years, followed by an uncontrollable crisis and collapse, if not immediately reduced economic development world to simple reproduction and not Model parameters: population of the Earth, volume of capital investments (industrialization), food production, depletion natural resources and pollution environment. Each of them has its own dynamics of development and influences other parameters.

In June 1992, the UN Conference on Environment and Development4 took place in Rio de Janeiro, at which the need to move to SD5 was proclaimed, the detriment to humanity of the existing type of development based on the robbery of the whole world developed countries. SD is defined as development that “meets the needs of the present without compromising the ability of future generations to meet their own needs”. Each country is recommended to develop a national SD6 strategy. In the same year, the next book, “Beyond Growth,” was released, which states that in the mid-1980s, “the total burden on the environment by mankind exceeded the sustaining capacity of the planet” .

In 2006, the third book is published - “The Limits to Growth. 30 years later”, which pessimistically states that modern civilization is still moving towards a general catastrophe at full speed.

A year ago (in April 2012), Dennis Meadows, during his next (and, in his opinion, probably last) visit to Moscow, stated that world system today is “far beyond growth” and “more upheavals await us in the next 20 years than in the entire previous century”, suggesting that we forget that “the whole world can be saved”7.

These words can be treated differently. Someone calls D. Meadows and his group alarmists8 and believes (and there are certain grounds for this) that the Earth’s margin of safety is much greater than it seems to us, that new technologies are emerging that are oriented towards a sparing attitude towards nature and are capable of supporting the existence of mankind for a very long time, and one cannot but agree with this. But many people (and the authors of the report include themselves among them), trying to scientifically understand the problem on the facts, come to the conclusion that there is every reason for serious concern. This article examines the trends in the development of lifelong education in Russia at the beginning of the 21st century, including pedagogical education, identifies the problems that exist today, and outlines possible ways to solve them. Streamlining the diversity of educational structures that exist today, basic and additional, alternative, compulsory and optional, public and private, traditional forms of education and innovative, formal and informal, ensuring their interaction, interconnection, cooperation at all levels, work to identify optimal learning technologies in in the light of the ideas of continuous education, they contribute to their integration into a single system that prevents the fragmentation of educational structures and the omission of researchers created by generations basic programs and learning standards.

The modernization of education by no means denies the inclusion of traditional, time-tested learning technologies in the unified knowledge packages, forming on their basis those predictive models that are designated as the most promising today.

One example is the rapid development of distance education, which has a number of advantages for students, such as: cost-effectiveness, the ability to receive education remotely, the possibility of choosing a study schedule and the absence of the need to attend classes according to an established and approved schedule, as in full-time education. The following modern forms of education are essentially modernized versions of traditional ones:

For example, as an alternative to seminars, webinars are offered that attract a large number of visitors, suggesting a multiple increase in target audiences.

Classes via Skype and other forms of organization of classes listed above can serve as an addition to the usual ones.

On the platforms of traditional full-time education and distance education, a prognostic model of education, defined as the most promising to date, has emerged - full-time, but also involving remote classes, for example, in the format of webinars, open lectures, chat classes that provide for interactivity, teleconferences, Skype in real time - for example, if it is impossible for teachers and students to travel to the usual place of classes due to weather conditions or if additional consultations are needed. Telepresence technologies are also improving today. A variety of technical means that provide replenishment of the options for organizing and conducting classes is supported by the demands of modern society. Providing equal opportunities to everyone is ensured by the concept of lifelong education.

Continuous updating and replenishment of knowledge, skills and abilities is defined today not only as a true indicator of the professional development of a specialist. The goal of continuous education is, first of all, the formation and development of the personality. Continuing education today serves:

    a mechanism for the preservation and reproduction of the cultural potential of modern society;

    a mechanism for the preservation and reproduction of the professional potential of modern society;

    one of the determining factors in the development of production;

    an activator for accelerating scientific and technological progress;

    one of the regulators of global and local socio-economic development (having powerful adaptive-compensatory reserves).

Lifelong education is defined as one of the ways to preserve the world cultural heritage, interconnection, interaction, mutual enrichment of various national cultures, strengthening and developing international cooperation in the field of culture and education, successful cross-cultural communication, development of tolerance in society, designation of common human values.

For professionals, lifelong education today serves as a kind of mechanism for establishing communication at various levels, contributes to the effectiveness of interaction and cooperation between students, teachers, employment centers and employers, a vector in transnational education and a coordinating parameter for solving local and global challenges.

Actually, the term continuous education is fully or partially synonymous with such as: “continuing education” (continuing education), “education throughout life”, (lifelong education), “learning throughout life”, (lifelong studying), “permanent education” ( permanent education), etc.

Relatively synonymous with the term "lifelong education" is the concept of "renewable" education, which implies a format of non-formal education.

Renewable education refers more to the system of institutions and various advanced training courses for working professionals who need regular replenishment and updating of the package of knowledge and professional competencies.

Renewable education is more of an applied nature; the continuous is humanistic. The goal of renewable education is rather to provide working professionals with a certain set of necessary professional tools; lifelong education calls its goal to ensure the maximum development of human abilities.

The system of continuous education implies, in addition to the variability of forms of education, a variety of types of educational institutions, pedagogical technologies, forms of management, monitoring, control and coordination of tasks.

It is difficult to overestimate the role of the teacher in the education system as a whole. The teacher today has to solve a number of tasks that are inextricably linked with the concept of lifelong learning, including:

    carry out regular revision of the content of educational programs, bring them into full compliance with the latest, continuously replenished and changing requirements of the modern labor market for future graduates of an educational institution - their students;

    continuously improve their own level of computer literacy, timely study the programs and technical innovations necessary for work;

The implementation of a regular review of the content of educational programs, bringing them into line with the latest, continuously replenished and changing requirements of the modern labor market for future graduates of an educational institution - their students is one of the most difficult tasks of an adaptive-compensatory orientation that a teacher has to solve today. Regularly changing requirements for the content of training programs require revision, revision or creation with clean slate educational and methodological complexes, including work programs, thematic plans, lesson plans, tests, test papers, laboratory work, as well as all the teaching aids, workbooks, reference books, textbooks, etc. necessary to ensure the educational process.

In a secondary or higher educational institution, a future teacher receives a fundamental education, which serves as a platform for all his further professional and pedagogical activities. However, the process of acquiring the necessary professional competencies cannot be considered complete with a diploma in the formal education system. The adaptive-compensatory orientation of lifelong education, including pedagogical education, involves the definition of mechanisms for monitoring the development of modern society, the development of control and evaluation parameters and the procedure for implementing adaptive training programs using all the possibilities of the currently existing means of communication.

Professional development is necessary for a teacher, perhaps to a greater extent than for a representative of any other field, since it is the teacher, as already mentioned, who is a kind of translator of knowledge, who is called upon to model the standards of continuous professional and general cultural development, to anticipate changes as requirements for future professional competence. specialists, and the requirements for their general cultural training.

A teacher today needs to be able to continuously monitor the labor market in order to identify and anticipate employers' requests and reflect them in training programs, for example, timely adjustment of courses and directions for training future personnel within the master's program.

General cultural training today involves, in addition to traditional components, the process of humanization of education, designed to serve the mutual enrichment, continuous and effective interaction of various areas and training programs for future personnel, to integrate these programs, affirming the principles of uniformity and universality of general cultural modules for domestic educational structures at all levels.

For a specialist in any field of knowledge, it is necessary to continuously replenish the basis of theoretical training and practice with new units that are relevant today, it is the teacher who is called upon to develop adaptive programs and learning technologies at all levels and replenish the previously existing ones, taking into account the demands of society, whether it be early childhood development programs or master's programs.

The teacher's understanding of the need, above all, for continuous development, his readiness to constantly update, replenish, improve his knowledge, work for the future, develop educational programs and educational standards, to a certain extent manage the situation on today's labor market, as well as its ability to effectively coordinate the activities of students, organize the educational process using modern technical means and types of communication, often largely determines the success of the application of knowledge by its students, serves as a prerequisite for strengthening and development of their motivation, interest in studying compulsory disciplines, which helps to determine the target audience, for example, students choosing a particular specialty.

Continuous improvement of one's own level of computer literacy, timely study of the programs necessary for work and technical innovations for many teachers is a rather difficult task if the teacher solves issues of this order on his own. The best choice for educational institutions to address this issue can be both the inclusion of special study courses in teacher education programs, including renewable ones, as part of advanced training courses, and the organization of classes for teachers in the format of regular lectures and workshops during the academic year, mandatory visit.

Working ahead of the curve, tracking the directions of development of requirements for the training of specialists in the modern labor market is not exactly the same as foreseeing and guessing the directions of development of requirements for the training of specialists in the modern labor market. The second is more difficult; however, with favorable developments, it can attract a large number of students.

Ensuring and maintaining the standard of living of people in modern society, by definition, is associated both with the realization of their continuously growing needs, and with the need for constant revision of the content of educational and methodological complexes and programs of adaptive-compensatory orientation in various specialties in accordance with the changing requirements of today's labor market. One of the most important tasks of a teacher in this case, as mentioned above, is to work ahead of the curve, including monitoring continuous fluctuations in the labor market, and providing students with an optimal set of educational materials in a particular specialty, including content innovation, management capabilities educational process, which ensures the transformation of new knowledge into innovations demanded by society, as well as the generation of innovations, which also provides for the search for ways to solve possible problems of introducing innovations.

It is also necessary to maintain a balance of theoretical and practical training of future teachers, focusing the attention of the teacher, including on the adaptive-compensatory role of lifelong education. The expected actions of a teacher as a translator of knowledge consist primarily in helping students acquire professional competencies in accordance with the program of the discipline being studied, indicating directions and possible ways to apply and replenish fundamental knowledge, help in mastering all the nuances and preparing students for further independent continuous updating of knowledge and skills, what constitutes the essence of the professional success of a specialist, the key issue of professional activity.
