MAIN PROVISIONS OF THE EDUCATIONAL PROGRAM

1.1. Educational program of MDOU No. 5 "Dubok" Art. Arkhangelsk was developed in accordance with paragraph 5 of article 14, paragraph 1 of article 9 of the Law Russian Federation“On Education”, Model Regulations on Preschool Education and Federal State Requirements for the Structure of the Basic General Education Program of Preschool Education.

1.2. Educational program MDOU No. 5 "Oak" Art. Arkhangelsk was developed on the basis of exemplary basic general educational programs preschool education.

1.3. Educational program MDOU No. 5 "Oak" Art. Arkhangelsk - a document that defines the specifics of the organization of educational educational process in the preschool educational institution, the content of education, forms of organization of children's activities preschool age and is aimed at the formation of a common culture, the development of physical, intellectual and personal qualities, the formation of prerequisites learning activities that ensure social success, preservation and strengthening of the health of preschool children, correction of shortcomings in the physical and mental development of children.

Dear colleagues! Allow me to present to you the basic requirements for the structure of the GEF program.

The concept of “Federal State Educational Standards for Preschool Education” entered pedagogical practice after the adoption of the Federal Law of the Russian Federation of December 29, 2012 No. 273-FZ “On Education in the Russian Federation”, the federal state educational standard is a set of mandatory requirements for education at a certain level. According to Article 11 of this Law, the requirements

1) to the structure of the main educational programs (including the ratio of the mandatory part of the main educational program and the part formed by the participants in educational relations) and their volume;

The program includes three main sections: target, content and organizational, each of which reflects the mandatory part and the part formed by the participants in educational relations.

2.11.1. Target section includesan explanatory note and the planned results of the development of the program.

Explanatory noteshould disclose:

goals and objectives of the Program implementation;

principles and approaches to the formation of the Program;

characteristics significant for the development and implementation of the Program, including characteristics of the characteristics of the development of children of early and preschool age.

2.11.2. Content sectionrepresents the general content of the Program, which ensures the full development of the personality of children.

Part of the Programformed by the participants of educational relations, may include various directions chosen by the participants of educational relations from among the partial and other programs and / or created by them independently.

This part of the Program should take into account the educational needs, interests and motives of children, their families and teachers and, in particular, may be focused on:

the specifics of national, sociocultural and other conditions in which educational activities are carried out;

the choice of those partial educational programs and forms of organization of work with children that best meet the needs and interests of children, as well as the capabilities of the teaching staff;

established traditions of the Organization or Group.

This section should contain special conditions for the education of children with disabilities, including mechanisms for adapting the Program for these children, the use of special educational programs and methods, special teaching aids and didactic materials, conducting group and individual remedial classes and carrying out qualified correction of violations their development.

Correctional work and/or inclusive education should be aimed at:

1) ensuring the correction of developmental disorders of various categories of children with disabilities, providing them with qualified assistance in mastering the Program;

2) mastering the Program by children with disabilities, their diversified development, taking into account age and individual characteristics and special educational needs, social adaptation.

Correctional work and/or inclusive education of children with disabilities studying the Program in Combined and Compensatory Groups (including those for children with complex (complex) disabilities) must take into account the developmental characteristics and specific educational needs of each category of children.

When organizations of inclusive education on grounds not related to children's health limitations, highlighting this sectionis optional; in the case of its allocation, the content of this section is determined by the Organization independently.

2.11.3. Organization sectionmust contain a description of the logistical support of the Program, the provision teaching materials and means of education and upbringing, include the routine and / or daily routine, as well as the features of traditional events, holidays, events; features of the organization of the developing subject-spatial environment.

2.12. Ifthe obligatory part of the Program corresponds to the exemplary program, it is formed as a link to the corresponding sample program. The obligatory part must be presented in detail in accordance with paragraph 2.11 Standard, in case it does not correspond to one of the sample programs.

Part of the Program formed by the participants in educational relations can be presented in the form of links to the relevant methodological literature, which makes it possible to get acquainted with the content of the partial programs, methods, forms of organization of educational work selected by the participants in educational relations.

2.13. An additional section of the Program is the text of its brief presentation.Brief presentation of the Programshould be focused on parents (legal representatives) of children and available for review.

The short presentation of the Program should indicate:

1) age and other categories of children targeted by the Program of the Organization, including categories of children with disabilities, if the Program provides for the specifics of its implementation for this category of children;

2) the Sample Programs used;

3) a description of the interaction of the teaching staff with the families of children.

Section V - conditions for the implementation of the educational program of the preschool educational institution

The conditions for the implementation of an educational program for a kindergarten of a general developmental type are described in the definition of "a part of the program formed by the participants in the educational process." In particular, this applies to "carrying out sanitary-hygienic, preventive and health-improving measures and procedures", "physical, social-personal, cognitive-speech, artistic and aesthetic development of children" in accordance with the specifics of a preschool educational institution and "the specifics of national-cultural, demographic, climatic conditions in which the educational process is carried out" (clause 2.7).

Explanatory note

This is the framework of an obligatory part of the modern educational program.

Based on the results of correlating it with the previous structure, it can be concluded that the mandatory part of the program "overlaps" the second, third and fourth sections of the former kindergarten educational program. In the first and fifth, there is an opportunity to make changes related to the formation of "a part of the program formed by the participants in the educational process." This is 40%.

However, in the federal requirements approved by Order No. 655, this amount is reduced even more: to 20% of the total amount of the Program. And, although this order was approved by the Minister of Education, it implies a violation of the right of the kindergarten teaching staff to develop copyright, modify and adapt existing programs (If, on the basis of approbation of existing programs and methods of raising and educating children and introducing their own innovations within the framework of the implementation of these programs, the author has changed up to 40% of the material, then this refers to their improvement and modification. If up to 75% of the content is changed, then they talk about their own experimental (innovative) projects, if more than 75% - then about the creation of an author's program.) - including an exemplary general education program. This right is approved in the Law “On Education”, in relation to which the order of the Minister of Education is a subordinate act that violates the principle of the hierarchy of legal acts. On the other hand, teaching staff cannot be charged with developing such programs: this is a different category of legal relations. The right cannot be binding - the kindergarten team may not use it.

At the same time, one should not narrow down one's possibilities and think that this is how it is indicated in the federal requirements. It says: “The volume of the mandatory part of the Program is at least 80% of the time required for the implementation of the Program, and the part formed by the participants in the educational process is no more than 20% of the total volume of the Program” (clause 2.9.). This means that 80% of the time allocated for implementation different forms educational activities should be associated with the implementation of the content of educational areas and the solution of related tasks, including integration. 20% of the time - for the implementation of forms and content that the teaching staff chooses independently. And although the proportion of this time is lower than the similar time allocated for teaching staff of schools and universities, it is enough to make up for the problems that have arisen in the course of designing and planning the educational process in accordance with federal requirements. To do this, you need to be able to analyze and generalize, combine the experience of a kindergarten related to the implementation of existing programs that the educational institution has already worked on, and plan and control educational activities and methodical work. Understanding this, below is a list of programs and manuals that will help you do this.

It is important to remember here that with a 12-hour work of a preschool institution, 2 hours are allotted for sleep, therefore, 10 hours of children's stay in a preschool institution remain 100% in which the program is implemented.

PROGRAM STRUCTURE:
