The fitness category is a parameter that determines whether a particular citizen has certain restrictions in the process of military service. In total, the law identifies five main categories of suitability, for which the first five letters of the Russian alphabet are used - A, B, C, D and D. At the same time, categories C, D and D represent situations where a young person, for health reasons, is constantly or temporarily unable to be called up for military service in peacetime. Thus, only holders of categories A and B are subject to conscription.
The official Health Statement, corresponding to category B, which is contained in the law, states that a young person falling into this category is "fit for military service with minor restrictions." At the same time, four subcategories are distinguished within category B, belonging to each of which determines the list of types of troops to which a conscript can be sent.
Thus, category B3 implies that such a conscript can be sent to serve in guard units, anti-aircraft missile units or other units of the internal troops of the Ministry of Internal Affairs of the Russian Federation. In addition, a young man can be sent to serve in the missile forces, however, certain restrictions are established regarding the functions that he can perform: he can serve there as a driver or member of the crew of an infantry fighting vehicle (IFV), launcher or an armored personnel carrier. Finally, another service option for such a conscript is chemical units, where he can serve as a specialist. responsible for refueling and storage of fuel.

First of all, they include persons who are unable to carry out military service due to health problems. To determine the ability of citizens to carry out military service for the state of their health, to perform it in various branches, types of troops in specific military specialties, categories of fitness for military service are established, the decoding of which is given in the Federal Law. Further in the article we will consider the categories of fitness for military service.
Finally, to appeal in court the conclusion on the category of fitness for military service. It should be noted that the judicial procedure does not exclude the conduct of an independent examination of a military medical nature in the course of litigation. When a person who has been given a deferment from conscription remains subject to conscription at the time of its expiration, he is called for a medical examination in accordance with the general procedure. Based on its results, a change in the category of fitness for military service is also allowed.
Russian citizens who have reached the age of 27 and/or are in reserve are entitled to undergo repeated medical examinations. They are carried out by military commissariats. According to the results of the examination, it is possible to change the group of fitness for military service, determined earlier. To change it, you need to do the following:
Interesting
The cancellation of the mandatory re-examination of persons who were previously recognized as partially fit for military service is not considered a basis for refusing to order a re-examination. In any case, a citizen recognized as partially fit and enrolled in this regard in the reserve has the right to re-examination, the results of which may change his category of fitness for military service. This conclusion follows, in particular, from the practice of litigation.
If a refusal is received regarding referral for a second medical examination, then the citizen is entitled to appeal against it. An appeal is made in court if a person believes that there are actions (inaction) or decisions that violate his freedoms and rights. Such a complaint is dealt with in a standard manner. Based on the results of the hearing, the requirements of the complaint may be satisfied.

In Russia, conscripts are required to undergo a medical examination. The decision on whether a person is fit for military service is made on the basis of a verdict previously issued by doctors. Naturally, a conscript with serious health problems will not be accepted into the army. It is a completely different matter if a person does not have any problems associated with this, or the deviations do not exceed the established norms.
To begin with, let's briefly understand how a decision is made about the suitability of a particular conscript for military service. It depends on a number of factors, including the state of health. The latter is determined after passing the medical examination - a person must be examined by several specialists:
Based on their conclusions, a decision is made on which of the categories will be assigned to the conscript. Currently, there are 5 of them. These categories are designated by several successive letters of the Russian alphabet - from "A" to "D". Each of them has its own decoding. For example, the first 2 - the conscript is fit to serve in the army (in the second case - with certain minor restrictions). Category "D" means that a person is not fit to perform military duties.
Also, a person should be all right with the circulatory, endocrine, musculoskeletal and nervous systems.
However, that's not all. In addition to categories, as mentioned above, there is also a subcategory. In particular, "A1" is the highest here. It means that the recruit does not have any serious health problems, and he can serve in the elite units of the RF Armed Forces, such as, for example, airborne troops, marines, special forces, and so on.
In order for a conscript to be assigned the category "A1", he must meet certain criteria. This is, in particular, the absence of obesity of the 2nd degree. Growth in this case should be in the range from 170 to 175 centimeters in the absence of deviations in terms of color sensitivity. There is also a criterion for the audibility of a whisper - 6/6 m. Special attention also given to vision. For persons classified in category "A1", the restriction of the visual field should be completely absent or not exceed 20 degrees.
The weight of the conscript also matters. For example, to serve in the ranks of the Airborne Forces, this indicator should not exceed 90 kilograms. Another important point is the absence of fractures of the limbs and previous serious illnesses. In fact, everyone to whom the military commissariat has assigned this category are absolutely healthy young people who are fit to serve in any of the military branches of the RF Armed Forces.
Fitness for service is determined by the results of a medical examination and an additional examination. In order for the military registration and enlistment office to determine the health indicator most objectively, it is imperative to take with you to the medical examination all certificates, extracts and any other medical documents that speak of health problems. In addition, before the medical examination, it is necessary to pass blood and urine tests, undergo fluorography and ECG. Without the results of these studies, the statement of the fitness category will be considered illegal.
Recruit Assistance Service Memo
According to the law, all tests for the military registration and enlistment office must be taken before the medical board and before setting the fitness category, and not after the draft board.
In total, there are five categories of fitness for the army:
There is no need to re-examine and confirm the diagnosis. However, if category “B” was put on the initial registration, then after the 18th birthday, the young person will have to go through recruiting again and confirm this category, since the state of health can change in 1-2 years.
It can sometimes be difficult to make out what "limited military service" means and how it differs from "slightly eligible for military service." Eligible with minor restrictions (category "B") means that the conscript has health problems, but he will still serve in the army with a restriction on the choice of troops.
Expert opinion
The category of fitness for military service "B" is set to a conscript only if he has proved that his state of health is the basis for exemption from service, and the conscription activities were carried out without violations. How to get the category "B", read on the page «» .
Ekaterina Mikheeva, head of the legal department of the Assistance Service for Conscripts
It is not necessary to undergo re-examination and confirm the category of fitness at the military registration and enlistment office. Conscripts with a fitness category "B" are not taken into the army even if they manage to cure their disease.
Previously, the regulatory legal acts indicated the need to undergo a medical re-examination procedure every three years, but Decree of the Government of the Russian Federation No. 886 canceled this provision. Now the issuance of a military ID for health reasons is final. Re-confirmation of the diagnosis is not required. The only opportunity to be with the category "B" in the army: own will undergo re-examination and enter the contract service.
The Schedule of Diseases contains a complete list of diseases for which conscripts are eligible for exemption from the army in the fitness category "B". Some of them can be found in Table 1.

For most conscripts, the category "B" will not matter when looking for a job. For employers, the very fact of having a military ID or other military registration documents is important. Problems with employment may appear only for those who plan to get a job in the police, the Ministry of Emergencies, the FSB and other government agencies.
Yours sincerely, Tsuprekov Artem, head of the human rights department of the Assistance Service for Conscripts in St. Petersburg.
