Scientific and methodological activities include two independent parts: methodological work in the library team and the provision of methodological assistance to the libraries of the network from libraries-methodological centers.

The system of methodological centers is built on the sectoral and territorial principle. There are federal, regional and municipal methodological centers.

The most important principle of methodological activity is the principle of scientific character. It means that all methodological decisions and recommendations should be based on the latest achievements of library theory, be scientifically substantiated and experimentally verified, i.e., should be the result of research activities of methodological centers to search for and create innovations aimed at improving the work of libraries, to overcome contradictions in their activities.

The principle of activity is that methodological centers should not be limited to passive assistance to libraries at their request, but should strive to actively influence their work through methodological recommendations, information about the results of research and advanced library experience, etc.

Methodological activity should be aimed at improving the work of libraries, at introducing new, progressive forms and methods into their practice. The purpose of methodological support is to help librarians in every possible way to make their work the most diverse, to help each library find its “own face”.

Methodological centers build all their activities taking into account the specifics of types and types of libraries, professions, education and practical experience of library workers, the conditions in which the library operates. Methodological centers are called upon to assist libraries in all areas and areas of their work.



The principle of direct connection with libraries is that methodological support should be based on direct study of the work of libraries, providing assistance to them on the spot.

The principle of efficiency. It is based on methodological monitoring, i.e. tracking changes in the activities of a library or a network of libraries in order to determine the level of their work and, on this basis, make methodological decisions aimed at its improvement.

Based on analytical activities, consulting and methodological assistance is provided, which aims to provide consulting and practical assistance to librarians. This assistance is based on the principle of activity, that is, it is carried out not only at the request of librarians who need it, but also at the initiative of library managers (librarians and methodologists).

An important area is innovation, including the search, development and use of innovations that improve the efficiency and quality of libraries.

In the process of methodological support of library activities, a number of functions are implemented that are in close interaction, representing in the aggregate a system of methodological influence on the work of a library or library network.

The leading place in the methodological support belongs to the information function aimed at timely and complete bibliographic and factual information of librarians on the basis of methodological monitoring about the achievements of modern library theory and practice, about everything new that appears in librarianship.

The significance of the pedagogical function is determined by the fact that methodological centers are called upon to train library workers. It is based on advanced training and retraining of librarians, assistance to their continuing education. The implementation of this function involves the coverage of all groups and categories of librarians, a differentiated approach to improving their qualifications, consistency and continuity in training, the use of various forms of advanced training, including self-education, and improving the quality of training of library staff.

The organizational function involves the inclusion in the methodological support of not only consulting and information activities, but also practical assistance to librarians in the implementation of methodological recommendations. It is especially evident in the communication of library managers (leaders of library teams and methodologists) with librarians.
