Working in a boxed version (basic version, basic delivery or delivery for 5 users) is a standard version of working with the program when a software product is purchased through a 1C partner and installed on certain workstations. Accordingly, the client is tied to his work computer. Also, the client can get acquainted with the user manuals, disks and security keys included in the delivery.

When working via the Internet, the client base is located on the servers of the 1C company (namely, on the site https://solutions.1cfresh.com/) and, accordingly, it has round-the-clock access. At the same time, the client is not tied to his working computer, he can enter his database from any computer with Internet access.

When working with the program via the Internet, the program is updated automatically. The client needs to update the boxed version on his own or resort to the help of third-party specialists.

Database archives "in the cloud" are also produced automatically. In the boxed version, you need to unload the database yourself or set up a database backup.

To work "in the cloud" you do not need to purchase a boxed version (!). It is enough to conclude an agreement for further work (which includes the operation of the database itself "in the cloud", its automatic updates, archiving the database, as well as oral consultations). When working in a boxed version, you must purchase the supplies themselves and conclude a maintenance agreement to receive updates and consultations on the program.

When working with the program via the Internet are not important specifications computer. The most important thing is the quality and stability of the Internet connection.
To install the boxed version, there are their own technical requirements to computers.

Working with the program via the Internet does not differ from the boxed version, therefore, at any time, the program can be transferred from the cloud to the boxed version, and vice versa.

Everyone knows about the need to make payments for utilities. How to correctly calculate utility bills? How to pay for the EPD? Read our article.

Obviously, determining the cost of housing and communal services (HCS) is a very laborious process, and not randomly obtained values. In this article, we will look at how to perform calculation of utility bills different ways.

What to consider when calculating utility bills housing and communal services

First of all, let's deal with the term utility payments. This concept represents the funds that the population transfers for the benefits received: maintenance and repair of residential premises, hiring, public services.

Utilities include:

 • heating;
 • hot water supply;
 • cold water supply;
 • drainage;
 • gas supply;
 • power supply.

Almost every owner or tenant of a premises begins to study the expenses related to the activities of housing and communal services, when he receives the appropriate receipts for rent. What is the composition of these expenses, what are the tenants paying for? Usually this:

 • electricity;
 • maintenance of public premises related to housing;
 • cleaning and waste disposal costs;
 • ensuring fire safety;
 • arrangement and beautification of adjacent territories;
 • carrying out repair work of various types;
 • the process of preparing buildings for use depending on the upcoming season;
 • maintaining public property in good condition;
 • a set of procedures for the control of territories of collective use.

According to the provisions of article No. 155 of the Housing Code, it is necessary to make funds for utility bills before the 10th day of the current month. Other cases are discussed in the relevant rental agreement indicating the accepted date.

The following documents are required for payment:

 • receipt for payment;
 • payment documents;
 • account number.

How to make a utility payment, the owner decides on his own, choosing the most familiar method. Someone uses the services of Russian mail or a bank, while others find it convenient to use a mobile application or the Internet for these purposes.

For all owners, the calculation of utility bills should be the same and determined by the established tariffs. This happens in theory, but in practice everything is completely different, which is easy to explain.

The final amount in the receipt directly depends on many circumstances:

 • the number of residents;
 • tariffs;
 • whether there are metering devices;
 • housing area;
 • types of resources and services provided to the consumer;
 • are there any benefits.

For example, when calculating the rent, heating provides for an amount that depends on the footage of the dwelling. The values of the cost of other services, such as water supply, were previously determined by the number of residents. Now those who installed the meters, the calculation is carried out based on the amount consumed.

Among all payments for maintenance of housing, one can single out those that are not determined by any factors (area or number of registered), but are the same for everyone.

Since 2012, two types of costs have been distinguished:

 • how much each apartment consumes;
 • community needs.

Thus, it is necessary to take into account the expenditure of resources both for personal purposes and those arising from the use of collective property. This parameter is calculated in proportion to the area of housing.

 • Payment for common house needs in 2017: what changes need to be made

How to make a calculation utility bills and utility services manually using formulas

 • Calculation of rent per person

For apartments without meters, the costs are determined according to the accepted values per resident. Among them:

 • hot and cold water supply;
 • drainage;
 • gas supply.

In other words, the number of persons registered in the residential premises forms the final amount of charges. Calculation of rent in this case can be done using the following formula:

Payment amount = N*T*L, where

N is the norm per person; T - tariff set by service providers; L is the number of registered people in the apartment.

If the owner wants to pay less for the amount of resources actually consumed, then he is recommended to install metering devices.

In addition to those considered, other types of services can be connected to payment, depending on the number of registered residents, for example, cleaning the entrance.

 • Calculation of utility payments in a communal apartment

Concerning communal apartments, then the tenants themselves choose the payment scheme for them. And how the calculation will be carried out - regarding the footage of the premises or the number of residents - is also determined by them. The decisions taken must be documented and contain the signatures of all persons in the apartment. This will avoid any disputes.

If the tenants do not come to a consensus on the calculation of the rent, then you should resort to legislation, separate personal accounts and install individual metering devices. Conflicts of this kind are resolved exclusively through the courts. This applies if one is in arrears and service providers are forced to pay others.

 • Calculation of utility payments for an apartment in which no one is registered

Anyone can purchase multiple apartments. There are no legal restrictions in this direction. It is clear that the owner will be registered in one of them. The rest may not have registered persons. But, despite this, the owner must contribute money for the services, with the exception of some expenses.

If the owner brought documents confirming his registration in another apartment to the management company, then the calculation of contributions is carried out for one person. If there are meters, accruals for rent are determined according to their testimony. Funds for overhaul and general house needs are made mandatory.

 • Calculation of utility payments by counters

When meters for electricity, water and gas are used, as well as when they are required to be registered with the management company, payment is made according to the readings of these devices.

It is not difficult to perform calculations: you need to find the difference between the current and previous values of the counter and multiply by the tariff. Here, neither the footage of the apartment, nor the number of registered people plays any role. As a rule, service providers check whether the readings of the devices correspond to the values that were declared for payment.

 2. We open a special field by clicking on the label, where the number of the regulatory document will appear, according to which the payment for utility services is set.
 3. We indicate the city where the house is located, where it is necessary to calculate utility bills. Next, you need to enter the number of registered people and the area of the apartment. These parameters affect the calculations performed.
 4. Compare the values calculated by the calculator with those obtained when you used the formulas for calculating the rent. If the amount determined online is less than the amount calculated manually, then this indicates that there are errors in the application of the formulas.

Using a calculator to calculate utility bills, you can find out the cost of the following supplied resources and services:

 • hot and cold water;
 • drainage;
 • heating;
 • electricity;
 • gas supply.

In this case, the estimated benefits and subsidies are not taken into account in the calculations.

How to correctly calculate the interest on the rent

Let's find out the meaning of some terms before reviewing the procedure for the occurrence of penalties for housing and communal services. The term of payment - we have already considered this concept earlier.

Now we will establish what the penalties for late payment of funds or, in other words, penalties mean. The Housing Code provides for measures applicable to those who evade the transfer of money on time. If we briefly convey the main meaning of Article 155, paragraph 14, it will turn out something like this: tenants burdened with debt obligations must pay penalties. The procedure for their formation is an easy calculation: starting from the 31st day, which is counted from the accepted payment date, it is required to pay 1/300 of the refinancing rate Central Bank Russian Federation(Central Bank of the Russian Federation) from the amount of debt for each day of delay until payment. If within 90 days the rent is still not paid, then from the 91st day following the approved payment date Money, the amount of the penalty is equal to 1/130 of the refinancing rate of the amount of debt. It is impossible to increase the indicated fines under any circumstances that arise.

So, a concept has appeared that we have not used before - the refinancing rate.

To find out the value of this parameter is simple, just go to the website of the Central Bank of the Russian Federation. The information here is always up to date. If we talk about its value now (02/03/2017), then it is 10%.

The calculation of the penalty involves the use of the indicator in question, but at the same time it must be converted from percentages to shares: Rate = 10% / 100% = 0.10.

Following the provisions set out in paragraph 14 of Article 155 of the Housing Code, the penalty is calculated according to the expressions below (it is assumed that no penalties are applied to debt obligations for the first month).

 • For the second and third months: Penalty = debt for housing and communal services * refinancing rate / 300 * number of days of delay in payment
 • For the fourth and subsequent months: Penalty = debt for housing and communal services * refinancing rate / 130 * number of days of delay in payment

The calculation of the number of days of delay is carried out in a simple way: if you need to pay for services before the 10th, then the calculation starts on the 11th and ends with the date of closing all obligations.
Here is a sample that clearly shows the calculation process.

 • As of April 10, 2014, the debt for housing and communal services is 4,500 rubles, of which 2,300 rubles for March and 2,200 rubles for February 2014.
 • The payment was made on April 21st.
 • Number of days overdue: 11 (11th, 12th, 13th, 14th, 15th, 16th, 17th, 18th, 19th, 20th and e).

Using the available data, we will calculate the penalty:

Fines = 2200.00 * 0.10 / 300 * 11 = 8.1 rubles.

How are rent benefits calculated?

AT different corners countries have fixed their standard square footage and consumption values used in approving rents and benefits.
Below are the options for the capital.

 • Housing

The calculation of contributions for housing and heating is carried out in accordance with the accepted standards for the area of the apartment, which are established in a certain way.

 • If a citizen lives alone - 33 sq. m.
 • If there are two residents - 42 sq. m.
 • For families of three or more people - 18 sq. m for each.

With regard to the housing maintenance point, it must be said that for tenants and owners registered in their only apartment, the following principle is applied, adopted by the Moscow administration. The previously noted parameters increase by 7 square meters. m for each registered, with the exception of those living on a non-permanent basis. In the calculations of the rent, it is taken into account that for exceeding the footage, it will be necessary to pay extra at increased rates. This condition does not apply to:

 • the elderly and disabled who live alone;
 • children under 18 who are orphans and have their own property;
 • tenants whose apartments are located on the ground floor;
 • families of pensioners and/or disabled people;
 • families of the elderly and / or disabled, as well as children under 16 years of age who are in their care;
 • familyless residents of communal apartments;
 • owners who contribute cash for receiving the service in question at increased rates;
 • residents whose houses belong to the group of emergency or not suitable for subsequent operation;
 • those who, for reasons of a special state of health, have been allocated living space, and they are entitled to additional meters (within this territory);
 • families belonging to the category of large families and using apartments in houses with a small number of floors, which are government property of Moscow;
 • owners who are temporarily discharged due to circumstances (conscripted into the army, are on special treatment in a medical institution).
 • Utilities

Here are the values of the parameters that underlie the process of calculating the expected benefits for paying for the specified consumed resources.

1. Water and sewerage

 • If the house has sewerage, plumbing, baths and centralized hot water supply, then when calculating monthly, 11.68 cubic meters are allocated per person. m (6.935 cubic meters accounted for cold water and 4,745 cu. m for hot).
 • If the building is provided with water supply, sewerage, baths with multi-point gas heaters, then 9.86 cubic meters are allocated per citizen every month. m (9.86 cubic meters falls on cold water and 0 cubic meters on hot).
 • If the building is equipped with sewerage, water supply with gas heaters at the baths, then 9.49 cubic meters are allocated per tenant per month. m (9.49 cubic meters falls on cold water and 0 cubic meters on hot).

As for sewerage, here the tariff is formed as a set of cold and hot water parameters for each individual house.

2. Heating

 • For heating, the standard value when calculating the rent is 0.016 Gcal / sq. m of living space per month.
 • For water heating - 0.294 Gcal / person. per month.

3. Gas

 • Residential premises with a gas stove and central hot water supply have a consumption rate when calculating 8.3 cubic meters. m/person per month.
 • Buildings with a gas stove and a gas water heater - 20.8 cubic meters. m/person per month.

4. Electricity

If the apartment is inhabited by one person and the application is expected:

 • gas stove, then the monthly consumption when calculating the rent is 50 kWh / person;
 • electric stove - 80 kWh / person. per month.

When the number of occupants is more than one, then if set:

 • gas stove - 45 kWh / person. per month;
 • electric stove - 70 kWh / person. per month.

Speaking about the allocation of subsidies for housing and communal services, you should refer to regulatory documents No. 1294-PP dated 12/01/09 and No. 671-PP dated 11/27/12. Their execution in accordance with these provisions depends on which group the beneficiary belongs to: either the above norms are taken into account, or the subsidy is assigned to the entire premises. The complete removal of obligations to pay for housing means that the beneficiary receives the required amount for housing and communal services. Only those who do not have rent arrears can count on this.

 • Calculation of payment for heating and sanitation in an apartment building

Important to remember following conditions when calculating.

1. In the process of calculating the amounts for housing and communal services, all rooms, as well as territories occupied by built-in furniture and storerooms, act as the total area of housing. Only footage related to cold-type structures, for example, balconies, is not taken into account.

2. When calculating the rent in terms of providing water and sewerage, we accept: 1 cu. m = 1000 liters.

3. When the owner gives money for the maintenance of housing, he pays for activities related to the management of an apartment building, regulating the process of updating public facilities and maintaining them in proper condition, and landscaping the adjacent territory. If tenants occupy an area larger than the accepted standards, then they make payments increased by a certain percentage, but commensurate with the approved cost.
According to the same scheme, money is transferred for the maintenance of housing:

 • owners of several apartments, or if they are not registered in them;
 • citizens who are owners of several houses in the adjacent territories of Moscow or parts of residential buildings;
 • tenants under a documented rental agreement;
 • persons who have a temporary residence permit.

4. If we compare the standards adopted for calculation with the actual consumption, for example, of water, then we can find out whether the owner uses resources economically.

What will be the calculation of rent in 2017

A new calculation of the rent is expected due to the increase in tariffs. In this case, the question arises: how much more money will you have to pay for housing? Some believe that the amount will grow by about 8%, others express the opinion that payments will not rise immediately.

If you study everything in detail, it turns out that in general, the increase in the cost of housing and communal services will reach the level of 15%, which will be divided into parts:

 • hot water will rise in price by 12%;
 • for cold water it will be necessary to pay 17% more;
 • electricity will increase by 10%;
 • the cost of heating will be 11% higher;
 • maintenance and repair of housing will rise in price by 20%.

Speaking about the change in the calculation of rent in 2017, it should be noted that this direction is determined by several factors. Do not forget about housing (sometimes citizens pay more because they try to add extra territory) and prices for repairs and maintenance of the required condition for the full operation of the building. One should also take into account the events taking place in the country, which undoubtedly have big influence to the payment plan.

Owners and tenants in apartment buildings pay bills each month. The funds received are used to maintain common areas or are spent in case of force majeure.

An increase in housing maintenance prices is inevitable, because the situation in Russia is developing in such a way that the state budget is multiplied due to payments from the population and tax increases. Previously, this was done by paying taxes on the sale of oil. It can be said for sure that there will not be an instant increase in prices for utilities, as this will lead to mass panic, and in a particular area, the tariff change will be individual.

The percentage of increase in utility bills in different regions will be different. It will be highest in Moscow, where prices will increase by 7%. In second place will be St. Petersburg, where the increase will reach 6%, similarly for Yakutia and Kamchatka. If we talk about the smallest percentage increase, then Chukotka and Sakhalin (3–4%) should be noted, and the lowest salaries will also be observed here.

Finally, it should be noted that for those who belong to the category of low-income, subsidies remain the best solution in this case. Otherwise, these people should expect the numbers they are accustomed to seeing each month in their rent calculations to be much higher.
