Rules for the collection and removal of bulky waste in apartment buildings. What to do with construction waste after repairs in the apartment Are utilities obliged to take out construction waste

Sport

Construction waste is an inevitable problem for anyone planning improvements living conditions or construction. If improvements are made inside or outside appearance work, in any case, there will be something to dispose of at the end of them.

Everyone knows what to do with household waste, but when the question arises of where to put construction waste, this becomes a real dilemma for many. Consider several options for disposing of residues from repairs.

Construction waste is rubbish that occurs during repair, construction and dismantling. This list includes: waste from bricks, linoleum, wallpaper, metal, drywall, tiles, etc. There are three categories of its formation during repair and construction works: initial waste from dismantling, those that are collected during the repair and after its completion.

It is possible to remove construction waste from the apartment using the services of operating companies that provide containers of various sizes for construction waste with their further removal from the site.

Important! Some of the materials used are toxic. Therefore, they must be properly disposed of.

If a hired team tries to clean up small rubbish from ongoing repairs gradually, then the problem of removing it in large volumes will not arise in the end. In special garbage bags (polyethylene or canvas) you can put small garbage and take it out to special garbage bins or take it out with your own car to the place designated for this. Such an action will save time and money for both the owner and the team working at the facility.

There are cases when a very large amount of construction debris remains during the repair, which cannot be packed in bags and removed on their own. Consider options for solving this problem.

If during dismantling there are parts that are subject to further use, they can be sold. In this case, the owner of the apartment will not only get rid of excess rubbish, but also make money on its sale.

It is possible to transport waste after the repair is completed independently. To do this, you need to have a vehicle, time and know the place where it is allowed to throw it.

The most suitable and frequently used option is to call the remnants of the repair work by a company that handles the loading and unloading of construction waste at a convenient time for the client, but he needs to take into account the financial cost factor.

Upon completion of construction and repair activities in a private house or apartment, there are always numerous wastes and various garbage that cannot simply be taken out into a garbage container located in a residential area. Such garbage must be taken out and disposed of at a special landfill outside the city. The responsibility for these actions lies with the management company or directly with the homeowners, and this issue is regulated by an agreement concluded between them.

If the contract specifies the removal of construction waste, then the company is obliged to provide a container for the period of repair work. Residents fill it with construction processing and unnecessary pieces of furniture, after which it is taken out by equipment from the Criminal Code. The cost of such services is usually included in the fees for utilities.

In other cases, it becomes the direct responsibility of the tenants themselves. In order to quickly solve this problem, the owners of the apartment should contact the competent in this matter.

After apartment renovation? Legislatively, these points are enshrined in the civil code Russian Federation and in the Decree of the Gosstroy of the Russian Federation of September 27, 2003 N170 “Approval of the rules and norms for the technical operation of a dwelling”.

Buying a home on the secondary real estate market almost always means that the new owners will have to make repairs. And since most people buy an apartment or a house only once in their life, they plan the repair work to the maximum - with the opening of the floors, new communications and the replacement of all plumbing. And in the process, the question arises of where to throw construction waste. There are several ways to properly dispose of construction waste, it remains only to choose the most convenient one.

What is construction waste?

Before deciding where to dispose of construction waste during repairs, you should clearly understand what exactly applies to such waste. For some reason, most people are convinced that only large and bulky waste, such as toilet bowls, fragments of concrete slabs with protruding reinforcement, fragments of furniture, etc., should be considered construction waste. In fact, such waste includes everything that needs to be thrown out in the process of repair work. For convenience, they are divided into three categories:

  1. Large waste during the dismantling of buildings - pieces of ceilings, windows, doors, etc.
  2. Waste of building materials used in the repair and construction, as well as empty containers from them.
  3. Remains from finishing materials- wallpaper, paint, pieces of linoleum, tiles, plasterboard trimmings, etc.

Can I throw this in regular trash cans?

Where to dispose of construction waste from the apartment? Some residents of high-rise buildings do not even ask themselves this question, but immediately go with bags and large waste to ordinary trash cans. Such a picture can be seen in almost all cities of Russia - the household container is crammed with building scraps so much that there is no room left for anything else, and an old toilet bowl stands lonely next to it.

Such actions are illegal. Household waste containers are only intended for plastic, wood, glass, paper, organic and food waste. It is forbidden to throw any bulky rubbish (more than 75 cm) into the waste bins.

Penalties

All those who carry out unauthorized dumping of bulky waste into solid waste bins face fines. According to Art. 8.2 of the administrative offenses, RF they will be as follows:

  1. For individuals, that is, all those who carried out repairs in their own housing and improperly disposed of construction waste - from 1 to 2 thousand rubles.
  2. Individual entrepreneurs engaged in repair work - from 30 to 50 thousand rubles.
  3. Legal entities are punished most severely. Their fine for unauthorized disposal is from 100 to 250 thousand rubles.

In addition, penalties threaten all officials responsible for the illegal disposal of bulky waste - from 5 to 30 thousand rubles.

Class of cargo and danger

Before you decide where to throw construction waste, you need to determine which class of goods the waste belongs to. This is due to the fact that a different class of cargo requires its own equipment, depending on the properties of the material, its flowability and gravity. For example, dump trucks are used for sand and gravel, and low-bed vehicles are used for extra-heavy waste.

In most cases, construction debris is assigned the first class with a load-carrying capacity equal to one. This means that the rated load capacity of the equipment will be used by 100%.

All types of waste are also divided into hazard classes - from the first to the fifth. The first and second are very dangerous, usually containing toxic and radioactive substances. They are found in industrial enterprises, and they are disposed of using special methods.

Most of the construction waste is class 4 and 5 waste, that is, non-hazardous and slightly hazardous. They can be disposed of at regular sites.

A small percentage of construction waste may contain class 3 materials, that is, moderately hazardous. Usually it is wood with toxic impregnation, combustible paints and varnishes, toxic solvents, etc. They must be disposed of by special neutralizing enterprises.

Pickup

The easiest way to solve the problem is self-delivery. And if we are talking about 2-3 bags that can be placed in the trunk of the car, then the problem is solved. Construction waste must be delivered to one of the approved landfills or recycling sites.

However, before transporting waste, it must be securely packaged. And when it comes to shipping passenger car, then the waste should be packed in special bags.

Where to buy construction waste bags? They are sold in any specialized store with building materials. Or you can order them online. They differ from ordinary ones in large volume and high strength and can withstand severe loads. Price - from 6 to 30 rubles, they sell goods at retail and in batches of 10-50 pieces.

Sale

Perhaps you should not figure out where to throw construction waste. If there is a lot of waste, and they can be useful to someone else, they should be sold. In many organizations, they are happy to purchase a battle of brick and concrete, pieces of asphalt, clay, soil or sand. Much less often, buyers are interested in film, wood trimmings or plastic.

Prices are roughly as follows:

  • soil - from 50 rubles per cubic meter;
  • construction waste - from 110 per cubic meter;
  • the battle of bricks, concrete slabs and asphalt - from 15 rubles.

These wastes are used to fill ravines and pits and as secondary gravel. In most cases, it is profitable to sell construction waste only if it is in large volumes, that is, during the construction of high-rise buildings. However, even with private construction, you can sell some of the rubbish, for example, soil from a foundation pit.

Pickup service

There are construction waste removal companies in every city. Moreover, if the repair is carried out by any organization or individual entrepreneur, then they undertake the transportation of waste. If the work is carried out on their own, then you can simply order garbage collection - from the apartment or from the yard. In the first case, the loaders themselves will transfer all the waste to the car and take it away. In the second, the organization will provide a container for construction waste. It will need to be filled out within a specified period, after which it will be picked up.

Ordering a container for construction waste

It does not always need to be ordered from a third party. During repairs in a new building, the management company often keeps a special container for construction waste - until a certain time. If the housing was bought on the secondary market, then you should ask your management company for what services they charge residents. Most often, the MC collects money only for the installation and maintenance of solid waste bins, but in some organizations, the MC is obliged to provide a container for construction waste (PUHTO) upon request.

Prices

How much does construction waste removal cost? The cost is calculated individually and depends on many variables: the amount of waste, the use of equipment, the use of consumables, the involvement of movers, etc. Roughly speaking, in the region, old windows and doors after dismantling can be taken out for only 4-5 thousand rubles. This price includes equipment rental and a loader. In a large city for a similar service, the price may differ by an order of magnitude.

Before deciding where to dispose of construction waste, it should be remembered that only the owner of the premises is responsible for the disposal of their own construction waste. You should not quarrel with the Criminal Code, which obviously does not like the misuse of household tanks. No need to piss off neighbors who can't throw waste into overflowing containers. And even more so, you don’t need to arrange it in the forest - this will be followed by penalties.

Reading time: 6 minutes

If a person lives in one place for a long time, he has to make repairs, replace and take out old furniture and other things that are bulky garbage. It also includes the remains building materials. All this cannot be collected and transported in the same tanks in which ordinary waste is accumulated. Since there are sanctions for violating this rule, it is important to find out how to properly organize the removal of bulky waste from the apartment.

What is MSW and who should take it out

Municipal solid waste (MSW) are items that do not have the properties required by the consumer and cannot be disposed of in everyday life. Federal Law No. 89-FZ of June 24, 1998 “On Production and Consumption Wastes” introduced the concept of “municipal solid waste” (hereinafter - Federal Law No. 89). They are understood as the remains of consumption by individuals of goods formed in residential premises, as well as objects that have lost their properties in the process of use.

To what, according to the law, refers to municipal solid waste, one can also include items that are formed in the course of the activities of legal entities and individual entrepreneurs, and similar things that remain in residential premises after their use by residents.

In accordance with Part 5 of Art. 30 of the Housing Code of the Russian Federation (LC RF), the owner of the dwelling is responsible for handling solid municipal waste. To do this, he must conclude an agreement with a regional operator.

According to part 4 of Art. 154 RF Housing Code, this service is a communal one. Similar rules are established for the removal of household waste.

The legislative framework

The basic principles for the provision and payment of utility services are set out in Section 7 of the Housing Code of the Russian Federation. Features of the treatment of solid waste are reflected in Law No. 89. This regulatory legal act establishes:

  • waste ownership rights;
  • their hazard classes;
  • powers of the state, subjects of the Russian Federation, municipalities and other persons.

This law assigns to local governments the organization of activities for the collection, transportation, processing, disposal, disposal, disposal of municipal solid waste. This means that all data on the regional operator as well as on waste collection schemes can be obtained from the municipality.

The rules for the provision of public services and the procedure for concluding an agreement with a regional operator govern the provisions of section 15.1 of Resolution No. 354 of May 6, 2011 “On the provision of public services to owners and users of premises in apartment buildings and residential buildings”.

Some issues related to the collection and removal of bulky and construction waste are spelled out in the Decree of the Gosstroy of the Russian Federation dated September 27, 2003 No. 170 “On approval of the Rules and norms for the technical operation of the housing stock”. It also says about who, according to the law, must take out construction waste after the repair of the apartment. This duty is assigned to:

  • for the organization serving the house:
    • housing construction cooperative (ZhSK);
  • to the tenant who owns the waste.

It all depends on the owners of the premises.

What is bulky waste

Garbage formed as a result of the consumption of various goods by residents is called household waste. Separately allocate a category of bulky waste.

Bulky waste (LGB) is a waste whose size exceeds 75 cm, and they themselves belong to the 5th hazard class and are subject to disposal at landfills. It includes:

  • old furniture: sofas, tables, beds, mattresses;
  • household appliances: TVs, washing machines;
  • plumbing: old bathtubs, washbasins, pipes, faucets;
  • bicycles, sleds and the like;
  • construction waste: remains of finishing materials, wall blocks, tiles, window frames, doors;
  • lumber: boards, plywood scraps.

What is considered construction waste?

Construction waste is waste generated during or after construction and repair work in a house or apartment. This type of waste includes:

  • parts of concrete structures;
  • fragments of wall panels;
  • broken brick;
  • dried bonding solutions;
  • parts of linoleum, panels;
  • fragments of metal, regardless of its origin.

So, construction waste is large fragments of structures and the remains of finishing materials. Most of them belong to the 4th and 5th classes of waste, that is, to non-hazardous and slightly hazardous waste.

Where and how to dispose of KGM and construction waste

Bulky and construction waste is relatively safe, but their specific characteristics, such as size and properties, require not only a separate disposal method, but also a special place for storage in the yard.

Where to throw construction waste when repairing an apartment depends on the organization of the process in the house. If the service organization has concluded an agreement with a specialized company that has a license and permission for this type of work, then a place intended for bulky waste and solid waste will be equipped on the adjacent territory.

It is also possible to deliver the container at the request of the residents. Usually this issue is better resolved in new buildings.

Separate containers for KGM

For storage of KGM, special large-sized containers of increased capacity and carrying capacity from 8 to 32 m3 should be installed. For them, a place separate from the bins with household waste is adapted. They are taken out not by standard garbage trucks, but by special equipment sent to landfills for the processing and disposal of solid waste and solid waste.

In accordance with clause 3.7.2 of the Decree of the Gosstroy of the Russian Federation of September 27, 2003 No. 170, as a temporary measure, it is permissible to equip a bunker for bulky waste, as well as wooden removable boxes with loading hatches.

You can find out where to put the KGM at the service organization. If there are no special tanks, you yourself need to contact a professional waste disposal organization. This is a paid service.

AT major cities There is another option for solving the problem: renting an old sofa or chair as part of the Dump project, in which they can pay for the reception of KGM.

Sanctions for mishandling KGM

Any bulky waste, including construction waste, must not be disposed of in household waste containers. If the tenant, not understanding where to put construction waste, left it in the wrong place, sanctions will follow.

In accordance with Art. 8.1 of the Code of Administrative Offenses of the Russian Federation, for improper waste management, liability is imposed in the form of a fine:

  • from 1 to 2 thousand rubles for individuals;
  • from 2 to 5 thousand rubles for officials;
  • from 25 to 100 thousand rubles for legal entities.

It is important to remember that in the period preceding the removal of garbage, the person who threw it out is responsible for its location.

Who takes out the construction waste?

According to the new rules, residents of MKD and the private sector are required to conclude an agreement on the removal of municipal solid waste from licensed organizations - regional operators. These organizations should, in accordance with regional programs and schemes in the field of waste management, not only export, but also process, dispose of and dispose of MSW in the territory of a state subject.

You can conclude an agreement with them directly or through the Criminal Code, HOA or ZhSK.

Waste removal by the management company

To find out who is responsible for garbage collection in an apartment building, it is worth checking with representatives of your service organization whether it has concluded an agreement with a company specializing in the removal of KGM and construction waste.

If the answer is yes, then the export scheme has already been determined.

As part of the agreement, the special service will install a container and provide vehicles for transportation. Periodicity and conditions are prescribed in the agreement. As a rule, KGM is taken out as the container is filled, but at least once a week.

Note that the one who has to load large-sized garbage in the housing and communal services, namely to the sanitary site or container, is the tenant. Representatives of the operator load the waste from the container into the machine.

Garbage removal by residents

If the management company does not have an agreement for the removal of construction waste with a specialized organization, as well as with a tenant, the latter must independently deliver construction waste to the site for their disposal. You can take them in person or by contacting a specialized service.

The removal of bulky waste from the apartment is carried out by many city firms. They are easy to find by entering the appropriate query in the search engine.

For a fee, the company's employees go to the client, pick up the waste and take it to the landfill.

This also applies to waste left after the completion of repairs in the apartment. In addition, the remnants of tiles, parquet, wallpaper can simply be taken to the store if their quality has not been violated.

At any specialized organization They will tell you how to take out construction waste correctly. It is necessary to observe only one key condition - do not throw it in places that are not provided for this: in garbage bins for household waste, at the entrance, in the forest.

The price of services for the removal of bulky waste depends on its size, weight, volume, type. The final figure will also differ by region. The larger the volume and dimensions of the waste, the higher the price. For example, a Gazelle is suitable for removing a chest of drawers, and in other cases a bunker truck may be required.

Typically, special organizations offer equipment with a capacity of 8 / 20 / 27 m3. Approximate prices (in rubles) are presented in the table.

Container volume, m3 / RegionMoscowSt. PetersburgPermianKazanNovosibirsk
1 700 400 350 400 550
8 7500 6000 2800 4000 5500
20 18500 9000 5600 10000 14000
27 25000 12000 6200 12000 16000

Influences how much it costs to take out the waste and the subject who has signed an agreement with a waste transportation company. So, if the house has a general agreement with a garbage disposal company through a service organization, the service will cost the tenant cheaper, provided that he regularly encounters the problem of transporting bulky waste.

If such a problem occurs rarely, then the option of a one-time payment for the removal of KGM by a specialized company is less expensive. In this case, there are no intermediaries represented by the UK.

conclusions

Bulky garbage is waste that exceeds 75 cm on one side, belongs to hazard class 5 and is subject to disposal at landfills for municipal solid waste. KGM should not be thrown into ordinary trash bins installed near the house. A separate place is allocated for them or a special container is installed. Waste is removed by contractors, service organizations or residents themselves.

Lawyer. Member of the Chamber of Advocates of St. Petersburg. Experience more than 10 years. Graduated from St. Petersburg State University. I specialize in civil, family, housing, land law.

Under the cover of night, a husband and wife carry an old door, window frames and bags with torn wallpaper out of the house, look around and store their burden on the site near the garbage containers. A car stops on an abandoned forest road, the driver takes out bags of broken bricks from the trunk and throws them on the side of the road. A rusty bathtub lies on a vacant lot next to a broken washbasin and rotten pipes. The plots are different, but the reason is the same: people are doing repairs and do not know how to properly dispose of construction waste and where to throw it away.

The container is not rubber

Management companies are required to take out household waste, why not at the same time throw construction waste into the container, as well as an old TV, a broken washing machine and a grandmother's chair? This cannot be done, since each tenant pays only for the removal of household waste, and the management company enters into contracts with recycling companies only for such a volume. When you start a grand renovation, and buy more modern furnishings for an updated apartment, the amount of discarded things can exceed the limit of the entire house. The garbage truck will take as many cubic meters as specified in the contract, the rest will lie on the site. But what to do with your mountain of rubbish?

In the morning, people carry bags of waste to the container, and it is filled to the brim. More conscientious residents will take the bags home and wait for space to become available, but many will spill over the edges. Of course, over time, everything will be taken out, but while the garbage is lying around on the site, it creates a lot of inconvenience for all residents.

  • Piles of waste give the territory an unaesthetic appearance.
  • Falls out of an overflowing container household waste thrown away by residents. The wind carries it all over the place.
  • Cement dust is harmful to the lungs, paint residue is toxic, and children love to examine all sorts of bags, cans and boxes during a walk.
  • At night, young people who have been on a spree can burn scraps of polymer wallpaper or linoleum sheets - poisonous smoke will penetrate into the cracks and vents.

We all care about the environment, we are indignant when factories pour chemical waste into rivers and seas, why does no one have a headache for the ecology of a single yard?

Some tricksters take opaque bags and take out construction debris in small portions. If you decide to change the wallpaper in one room, this option can help, but if you started a major overhaul with the dismantling of partitions, replacing plumbing, doors and window blocks? If you run around with bags every 10 minutes, there will definitely be a “well-wisher” among the neighbors who will report your strange behavior, which means you will have to stretch this event for a long time. One room will turn into a landfill for construction waste for about six months, and you also need to figure out how to grind large structures. Dust, dirt and discontent of the whole family are provided to you.

Do not try to throw construction waste into a container under the cover of night. Neighbors will not see you, but many management companies, tired of fighting violators, install video cameras. The fine for illegal use of waste containers will be much higher than legal disposal.

If you do not want to solve the issue of disposal of non-standard waste every time, you can put an end to this problem once. Contact your management company, they will hold a meeting of residents, and if the majority agrees, they will install a special container. Utility bills will be a little higher, but you won’t have to keep bags of broken tiles and pieces of linoleum at home, you can take them out into a special container at least every day. Do not assume that when the contract is concluded, you can throw construction waste into any container, a special large tank will be installed for this. If your organizational skills are looking for a way out, try to negotiate with the tenants of all the houses and the officials of the company that serves you. You are unlikely to achieve a result, but at least direct your energy to good goals.

Experts do it better and faster

In every city there is a company engaged in the removal and disposal of construction waste. You only need to place an order and pay for the service, everything else will be done by the company's employees. At the appointed time, the workers will take out the bags and take them to the landfill. You do not even have to check whether the company has a license for disposal, where it will take the waste, all claims will not be against the customer, but against the organization. There are enterprises that do not throw waste into landfills, but recycle them. In this case, the repair of your apartment will not harm the environment, on the contrary, something useful will be made from old bricks and plaster.

No one wants to pay extra money, but you can consider this service not as a cost, but as a savings. First of all, a law-abiding person will save his nerves and reputation. Imagine being caught throwing the wrong thing into a container. Will it be nice when the employees of the management company scold you in front of all the neighbors, like a delinquent schoolboy? We should not forget about the material side: the fine will be at least 3,000 rubles, the services of a specialized company are much cheaper. And if you convert a utility room into a small shop or a hairdresser, then you become narrower. legal entity, and liability will be much stricter - up to 100 thousand rubles. How many clients do you need to cut to justify that amount?

There are three ways to dispose of construction waste:

  1. slowly dispose of in the household waste container,
  2. conclude an agreement with the management company,
  3. contact a specialized company.

The first way can not even be considered: the consequences have already been said, and to convince a person who believes that the laws are not written for him is a useless exercise. The second option is convenient, but in every house there are tenants who will stand up against the rise in tariffs even for a penny. They will foam at the mouth to prove that they have been living without repairs for 10 years, and they will not do it in the next century. The easiest way is to order the service yourself. You won’t have to strain yourself while carrying heavy bags, you won’t have to run up the stairs with a broom and sweep dirt from a torn bag. Experts know where and how to properly dispose of construction waste.

Nobody wants to pay money, you can look for a way to save money. Find out if it will not be cheaper if the residents of several apartments in the same house want to take out the garbage. In large buildings, there will always be several families doing repairs at the same time. Perhaps it makes sense to cooperate and take out all the waste on one flight. Call different companies, find out about tariffs, discounts and promotions and choose the most profitable option.

A woman with several bags comes to the garbage collection area, pours the contents of each bag into a container of a certain color, and throws the empty bags into a plastic container. Such a picture can be seen in many countries, but for Russia such behavior is still an unrealizable dream. People throw cigarette butts and candy wrappers right on the sidewalk, throw cans of liquid contents into the container for solid waste. Why be surprised that there is dirt and stench around our houses? If we want to live clean, let's start small: we will properly dispose of waste.
