Rules
provision and distribution of subsidies from the federal budget to the budgets of the constituent entities of the Russian Federation to stimulate the development of priority sub-sectors of the agro-industrial complex and the development of small business forms

With changes and additions from:

1. These Rules establish the conditions, objectives and procedure for the provision and distribution of subsidies from the federal budget to the budgets of the constituent entities of the Russian Federation to stimulate the development of priority sub-sectors of the agro-industrial complex and the development of small business forms (hereinafter referred to as subsidies).

2. The terms used in these Rules mean the following:

a) "Government program"- The State Program for the Development of Agriculture and the Regulation of Markets for Agricultural Products, Raw Materials and Foods, approved by Decree of the Government of the Russian Federation of July 14, 2012 N 717 "On the State Program for the Development of Agriculture and the Regulation of Markets for Agricultural Products, Raw Materials and Foods";

b) "grant to support a novice farmer"- budget allocations transferred from the budget of the constituent entity of the Russian Federation and (or) the local budget in accordance with the decision of the regional competition commission to the head of the peasant (farm) economy to co-finance his costs that are not reimbursed under other areas of state support in accordance with the state program of the constituent entity of the Russian Federation (subprogram) and (or) municipal program, in order to create and develop a peasant (farm) economy in rural areas of a constituent entity of the Russian Federation and new permanent jobs in rural areas based on the creation of at least 2 new permanent jobs, if the grant amount is 2 million rubles or more, and at least 1 new permanent job, if the amount of the grant is less than 2 million rubles, within the period determined by the bodies authorized by the highest executive bodies of state power of the constituent entities of the Russian Federation (hereinafter referred to as the authorized body), but not

later than the grant term. At the same time, a grant to support a novice farmer can be used by novice farmers:

for the acquisition of land plots from agricultural land;

for the development of project documentation for the construction (reconstruction) of production and storage buildings, premises intended for the production, storage and processing of agricultural products;

for the acquisition, construction, repair and reconstruction of industrial and storage buildings, premises, extensions, engineering networks, barriers and structures necessary for the production, storage and processing of agricultural products, as well as for their registration;

to connect production and storage buildings, premises, outbuildings and structures necessary for the production, storage and processing of agricultural products, to engineering networks - electrical, water, gas and heat networks;

for the purchase of farm animals, including poultry (except for pigs);

for the purchase of fish stock;

for the purchase of snowmobile vehicles corresponding to the code 29.10.52.110 of the All-Russian classifier of products by type of economic activity (hereinafter referred to as snowmobile vehicles), if the peasant (farm) economy is engaged in the development of reindeer and (or) maral breeding in the constituent entities of the Russian Federation related to regions of the Far North and areas equated to them, provided for by the list, approved by Decree of the Council of Ministers of the USSR of January 3, 1983 N 12 "On the introduction of amendments and additions to the List of regions of the Far North and areas equated to areas of the Far North, approved by a decree of the Council of Ministers of the USSR dated November 10, 1967 N 1029 "(hereinafter referred to as the regions of the Far North and areas equated to them);

for the purchase of autonomous sources of electricity, gas and water supply;

for payment of no more than 20 percent of the cost of the project (hereinafter referred to as the planned costs) specified in subparagraph "k" of this paragraph, including the acquisition of property specified in paragraphs four, six, eight and ninth of Decree of the Government of the Russian Federation of December 29, 2016 N 1528 "On Approval of the Rules for Providing Subsidies from the Federal Budget to Russian Credit Institutions, International Financial Institutions and the State Corporation "Bank for Development and Foreign Economic Affairs (Vnesheconombank)" for reimbursement of their lost income on loans issued to agricultural producers (with the exception of agricultural credit consumer cooperatives), organizations and individual entrepreneurs engaged in production, primary and (or) subsequent (industrial) processing of agricultural products and their sale, at a reduced rate, and on amendments to paragraph 9 of the Rules for the provision and distribution subsidies from the federal budget to the budgets of constituent entities of the Russian Federation to reimburse part of the cost of paying interest on loans received from Russian credit institutions and loans received from agricultural credit consumer cooperatives" (hereinafter referred to as the Rules for Reimbursing Banks for Lost Income);

to pay the costs associated with the delivery and installation of the property provided for in paragraphs nine and ten of this paragraph, if the peasant (farm) enterprise operates in the constituent entities of the Russian Federation belonging to the regions of the Far North and areas equated to them;

for the purchase of planting material for laying perennial plantations, including vineyards;

in) "grant for the development of material and technical base"- budget allocations transferred from the budget of the constituent entity of the Russian Federation and (or) the local budget in accordance with the decision of the regional competitive commission to the agricultural consumer cooperative to co-finance its costs that are not reimbursed under other areas of state support in accordance with the state program of the constituent entity of the Russian Federation (subprogram) and (or) the municipal program, in order to develop the material and technical base and create new permanent jobs in rural areas based on the creation of at least one new permanent job for every 3 million rubles of the grant, but at least 1 new permanent job for 1 grant, within the period determined by the subject of the Russian Federation, but no later than the period for using the grant. The acquisition of property from a member of such a cooperative (including associate members) at the expense of the grant is not allowed. Property acquired for the purpose of developing the material and technical base at the expense of the grant is contributed to the indivisible fund of the cooperative. Re-receipt of a grant for the development of the material and technical base is possible no earlier than 12 months from the date of full development of the previously received grant;

G) "grant for the development of a family farm"- budget allocations transferred from the budget of the constituent entity of the Russian Federation and (or) the local budget in accordance with the decision of the regional competition commission to the head of the peasant (farm) economy to co-finance his costs that are not reimbursed under other areas of support in accordance with the state program of the constituent entity of the Russian Federation ( subprogram) and (or) a municipal program, in order to develop a peasant (farm) economy in rural areas of a constituent entity of the Russian Federation and create new permanent jobs in rural areas based on the calculation of creating at least 3 new permanent jobs per 1 grant within a period determined subject of the Russian Federation, but no later than the period of use of the grant. Re-receipt of a grant for the development of a family farm is possible after the full development of the previously granted grant (including a grant to support a novice farmer and the Agrostartup grant in accordance with the Rules for the provision and distribution of other inter-budget transfers from the federal budget to the budgets of the constituent entities of the Russian Federation for the creation of a support system for farmers and the development of rural cooperation, approved by Decree of the Government of the Russian Federation of April 20, 2019 N 476 "On approval of the Rules for the provision and distribution of other interbudgetary transfers from the federal budget to the budgets of the constituent entities of the Russian Federation for the creation of a support system for farmers and the development of rural cooperation"), but not earlier than 24 months from the date of full disbursement of the previously received grant. At the same time, the grant funds for the development of a family farm can be spent on:

development of project documentation for the construction, reconstruction or modernization of facilities for the production and processing of agricultural products;

acquisition, construction, reconstruction, repair or modernization of facilities for the production and processing of agricultural products;

complete set of facilities for the production and processing of agricultural products with equipment, agricultural machinery and specialized vehicles and their installation. The list of the specified equipment, machinery and specialized transport is determined by the authorized body;

acquisition of farm animals and poultry (except for pigs). At the same time, the planned breeding stock of cattle should not exceed 300 heads, sheep (goats) - no more than 500 conditional heads;

purchase of fish stock;

purchase of snowmobiles, if the peasant (farm) economy is engaged in the development of reindeer and (or) deer breeding in the constituent entities of the Russian Federation belonging to the regions of the Far North and areas equated to them;

payment of no more than 20 percent of the cost of the project (hereinafter referred to as the planned costs) specified in subparagraph "k" in paragraphs three, four and seven of this subparagraph, carried out with the attraction of a preferential investment loan in accordance with the Rules

payment of expenses related to the delivery and (or) installation of the property specified in paragraphs four to seven of this subparagraph, if the peasant (farm) enterprise operates in the constituent entities of the Russian Federation belonging to the regions of the Far North and areas equated to them;

acquisition of autonomous sources of electricity, gas and water supply;

e) "small businesses"- peasant (farmer) farms established in accordance with the Federal Law "On the Peasant (Farmer's) Economy", and agricultural cooperatives (with the exception of agricultural credit consumer cooperatives) established in accordance with the Federal Law "On Agricultural Cooperation", business companies, economic partnerships and individual entrepreneurs engaged in the production and processing of agricultural products, whose annual income for the reporting financial year is not more than 120 million rubles;

e) "scientific and educational organizations"- scientific organizations, professional educational organizations, educational organizations of higher education, which in the process of scientific, scientific and technical and (or) educational activities carry out the production of agricultural products, their primary and subsequent (industrial) processing in accordance with the list specified in part 1 of the article 3 of the Federal Law "On the Development of Agriculture";

and) "beginner farmer"- a peasant (farm) enterprise, headed by a citizen of the Russian Federation, registered in the rural territory of a constituent entity of the Russian Federation, including in cities with a population of not more than 100 thousand people and urban-type settlements with a population of not more than 5 thousand people, located in the subjects of the Russian Federation belonging to the regions of the Far North and equivalent areas, as well as in the subjects of the Far Eastern Federal District, in the territories of which the activities related to the production and processing of agricultural products prevail, the duration of which does not exceed 24 months from the date of its registration;

h) "priority sub-sector of the agro-industrial complex"- the total economic activity on the territory of a constituent entity of the Russian Federation for the production of a certain type of agricultural product.

The specified activity is carried out in the following priority areas - the development of small forms of management, the production of grain and leguminous crops, oilseeds, fiber flax and (or) hemp, open ground vegetables, products of fruit and berry plantations, including planting material, laying and caring for perennial plantations, milk production, development of viticulture, specialized beef cattle breeding, sheep breeding. Priority areas for the relevant subject of the Russian Federation are determined by the Ministry of Agriculture of the Russian Federation;

and) "development of the material and technical base"- activities aimed at introducing new technologies and creating jobs, building, reconstructing, modernizing or acquiring the material and technical base of agricultural consumer cooperatives, including:

for the acquisition, construction, repair, reconstruction or modernization of production facilities for the procurement, storage, processing, processing, sorting, slaughter, primary processing and preparation for the sale of agricultural products, wild fruits, berries, nuts, mushrooms, seeds and similar forest resources (hereinafter - wild food resources) and products of processing of these products and resources;

for the purchase and installation of equipment and machinery for production facilities intended for harvesting, storage, processing, processing, sorting, slaughter, primary processing, cooling, preparation for sale, loading, unloading agricultural products, wild food resources and products of processing of these products and resources , as well as for the purchase of equipment for laboratory analysis of the quality of agricultural products to equip laboratories for production quality control and safety of manufactured (produced and processed) products and for conducting state veterinary and sanitary examination. The list of the said equipment and machinery is approved by the Ministry of Agriculture of the Russian Federation;

for the purchase of specialized vehicles, vans, trailers, semi-trailers, wagons, containers for transportation, ensuring the safety during transportation and sale of agricultural products, wild food resources and processed products of these products. The list of the specified equipment is approved by the Ministry of Agriculture of the Russian Federation;

for the purchase of equipment for fish-breeding infrastructure and aquaculture (fish farming). The list of the specified equipment is approved by the Ministry of Agriculture of the Russian Federation;

for payment of no more than 20 percent of the cost of the project specified in subparagraph "k" of this paragraph, including the acquisition of property, provided for in paragraphs two to five of this subparagraph, and implemented with the attraction of a preferential investment loan in accordance with the Rules for compensating banks for lost income;

for the delivery and installation of equipment, machinery and specialized vehicles specified in paragraphs three to five of this subparagraph, if the agricultural consumer cooperative operates in the constituent entities of the Russian Federation belonging to the regions of the Far North and areas equated to them;

to) "regional competition commission"- a tender commission created by the highest executive body of state power of a constituent entity of the Russian Federation or an executive body of a constituent entity of the Russian Federation authorized by the highest executive body of state power of a constituent entity of the Russian Federation to select projects for the creation and development of peasant (farm) enterprises and (or) projects for the development of material and technical bases of agricultural consumer cooperatives, with the exception of credit cooperatives, to provide them with grant support;

l) "rural areas"- rural settlements and (or) rural settlements and inter-settlement territories united by a common territory within the boundaries of a municipal district, as well as rural settlements and workers' settlements that are part of urban districts (with the exception of urban districts in whose territories the administrative centers of the constituent entities of the Russian Federation are located ), urban settlements and intracity municipalities of the city of Sevastopol. The concept of "rural territories" does not include intra-city municipalities of the years. Moscow and St. Petersburg. The list of rural areas on the territory of a constituent entity of the Russian Federation is determined by the authorized body;

m) "agricultural consumer cooperative"- agricultural consumer processing and (or) marketing cooperative or consumer society (cooperative) operating for at least 12 months from the date of their registration, carrying out activities for the procurement, storage, underworking, processing, sorting, slaughter, primary processing, cooling, preparation for sale agricultural products, wild food resources, as well as products of processing of these products, uniting at least 10 agricultural producers as members of cooperatives (except for associate membership), at least 70 percent of the proceeds of which is formed through the processing and (or) marketing activities of these products;

m) "family farm" - a peasant (farm) enterprise registered in the rural territory of a constituent entity of the Russian Federation, including in cities with a population of not more than 100 thousand people and urban-type settlements with a population of not more than 5 thousand people, located in the subjects of the Russian Federation belonging to the regions of the Far North and equivalent areas, as well as in the subjects of the Far Eastern Federal District, in the territories of which the activities related to the production and processing of agricultural products prevail, carrying out activities based on the personal participation of the head and members of the economy who are related (at least 2 such members, including the head), the duration of which exceeds 24 months from the date of its registration;

about) "subjects of the Russian Federation with a low level of socio-economic development"- Republic of Karelia, Republic of Altai, Republic of Tuva, Republic of Adygea, Republic of Kalmykia, Republic of Mari El, Chuvash Republic, Altai Territory, Kurgan and Pskov regions.

3. Subsidies are provided for the purpose of co-financing the expenditure obligations of the constituent entities of the Russian Federation arising from the implementation of measures of state programs (subprograms) of the constituent entities of the Russian Federation aimed at developing the agro-industrial complex, and (or) providing subsidies from the budget of the constituent entity of the Russian Federation to local budgets in order to co-finance expenditure obligations municipalities located on the territory of a constituent entity of the Russian Federation, in the implementation of municipal programs aimed at the development of the agro-industrial complex, arising from the provision of funds from the budget of a constituent entity of the Russian Federation and (or) local budgets to agricultural producers, scientific and educational organizations, as well as organizations and individual entrepreneurs engaged in the production, primary and (or) subsequent (industrial) processing of agricultural products (hereinafter, respectively - regional programs, mu programs, funds, recipients of funds), for financial support (reimbursement) of part of the costs (excluding value added tax) associated with the production, sale and (or) shipment of agricultural products for own processing within the priority sub-sector of the agro-industrial complex of the subject of the Russian Federation , as well as with the development of small forms of management.

For recipients of funds using the right to exemption from the performance of taxpayer obligations related to the calculation and payment of value added tax, financial security (reimbursement) of part of the costs is carried out based on the amount of expenses for the purchase of goods (works, services), including the amount of value added tax .

4. Subsidies are provided within the limits of budgetary obligations communicated to the Ministry of Agriculture of the Russian Federation as the recipient of federal budget funds for the provision of subsidies, for the purposes specified in paragraph 3 of these Rules.

5. Funds are provided:

a) agricultural producers, with the exception of citizens running private farms and agricultural credit consumer cooperatives, as well as organizations and individual entrepreneurs engaged in production, primary and (or) subsequent (industrial) processing of agricultural products, for financial security (reimbursement) of part costs for co-financing the activities of regional programs aimed at ensuring the growth of agricultural products of own production within the priority sub-sectors of the agro-industrial complex at a rate per 1 head, and (or) 1 hectare, and (or) 1 ton;

b) agricultural producers, with the exception of citizens running private subsidiary plots and agricultural credit consumer cooperatives, as well as organizations and individual entrepreneurs engaged in production, primary and (or) subsequent (industrial) processing of agricultural products:

for financial support (reimbursement) of part of the costs of laying and (or) caring for perennial plantings (before entering commercial fruiting, but not more than 3 years for intensive gardens), including nurseries, including the installation of trellises, and (or) anti-hail net, and (or) irrigation systems, and (or) uprooting of decommissioned perennial plantations (at the age of 20 years or more starting from the year of laying, provided that agricultural producers have a project to lay a new garden on the uprooted area), incurred by agricultural producers in the current financial year, as well as in the previous financial year in case of failure to provide an appropriate subsidy in the previous financial year to reimburse the specified costs incurred in the previous financial year, provided that agricultural producers have a project for laying perennial plantations - at the rate per 1 hectare of laying area and (or) care, while ohm when calculating the rates per 1 hectare of the area of ​​planting intensive-type orchards (seed-bearing, stone fruit, in compliance with variety-rootstock combinations), multiplying factors are applied for orchards with a planting density of more than 1250 plants per 1 hectare - at least 1.4, over 2500 plants per 1 hectare - not less than 1.7, more than 3500 plants per 1 hectare - not less than 3;

for financial support (reimbursement) of part of the costs of planting and (or) caring for vineyards, including nurseries, including the installation of trellises and (or) anti-hail nets, and (or) for uprooting decommissioned vineyards, in the current financial year , as well as in the previous financial year in case of failure to provide an appropriate subsidy in the previous financial year to compensate for the indicated costs incurred in the previous financial year, at the rate per 1 hectare of planting and (or) care, while calculating the rates per 1 hectare of laying area vine plantations, including nurseries, multiplying coefficients are applied for vine plantations with a planting density of more than 2222 plants per 1 hectare - at least 1.4, over 3333 plants per 1 hectare - at least 1.7, for grape nurseries - at least 2;

per 1 volume unit of grapes of own production and (or) wine material produced from grapes of own production, sold and (or) shipped for processing;

for financial support (reimbursement) of part of the costs for the technical re-equipment of the production of agricultural producers within the priority sub-sectors of the agro-industrial complex in the amount of not more than 40 percent of the expenses actually incurred by agricultural producers (for subjects of the Russian Federation with a low level of socio-economic development and subjects that are part of the Far East federal district), with the exception of expenses for which reimbursement funds were provided in accordance with Decree of the Government of the Russian Federation of November 24, 2018 N 1413 "On approval of the Rules for the provision and distribution of other interbudgetary transfers from the federal budget to the budgets of the constituent entities of the Russian Federation for the reimbursement of part of the direct incurred costs for the creation and (or) modernization of objects of the agro-industrial complex "and Decree of the Government of the Russian Federation of December 27, 2012 N 1432 "On approval of the Rules for providing subsidies to manufacturers of agricultural machinery";

c) peasant (farm) enterprises, including individual entrepreneurs:

in the form of grants to support a novice farmer for breeding meat or dairy cattle - in an amount not exceeding 5 million rubles, but not more than 90 percent of the costs, for conducting other types of agricultural activities - in an amount not exceeding 3 million rubles , but not more than 90 percent of the costs, while the period for using the grant to support a novice farmer is no more than 18 months from the date of its receipt. When using the grant funds for the purposes specified in paragraph twelve of subparagraph "b" of paragraph 2 of these Rules, the grant is provided in an amount not exceeding the maximum grant amount, but not more than 80 percent of the planned costs. The term for the development of a grant to support a novice farmer or part of the grant funds may be extended by decision of the authorized body, but not more than 6 months. The basis for the decision of the authorized body to extend the period for the development of the grant is documentary confirmation by the peasant (farm) economy of the occurrence of force majeure circumstances that prevent the development of grant funds to support a novice farmer within the prescribed period. The amount of grants provided for the implementation of these activities is set for the period until December 31, 2021;

in the form of grants for the development of a family farm - in an amount not exceeding 30 million rubles, but not more than 60 percent of the costs. At the same time, part of the costs of a family farm (no more than 20 percent) can be provided at the expense of the funds of the subject of the Russian Federation. When using grant funds for the purposes specified in paragraph eight of subparagraph "d" of paragraph 2 of these Rules, the grant is provided in an amount not exceeding 30 million rubles, but not more than 80 percent of the planned costs. The term of using the grant for the development of a family farm is no more than 24 months from the date of its receipt. The term for the development of a grant for the development of a family farm or part of the grant funds may be extended by decision of the authorized body, but not more than 6 months. The basis for the decision of the authorized body to extend the period for the development of the grant is documentary confirmation by the peasant (farm) economy of the occurrence of force majeure circumstances that prevent the development of the grant funds for the development of the family farm within the prescribed period. The amount of grants provided for the implementation of these activities is set for the period until December 31, 2021;

paragraph 1 of Appendix No. 14, paragraph 6 of Appendix No. 14 to the State Program;

d) agricultural consumer cooperatives, with the exception of agricultural credit consumer cooperatives:

in the form of grants for the development of the material and technical base - in an amount not exceeding 70 million rubles, but not more than 60 percent of the costs. At the same time, part of the costs of an agricultural consumer cooperative (not more than 20 percent) can be provided at the expense of the funds of a constituent entity of the Russian Federation. When using grant funds for the purposes specified in paragraph six of subparagraph "i" of paragraph 2 of these Rules, grant funds are provided in an amount not exceeding 70 million rubles, but not more than 80 percent of the planned costs. The period of use of a grant for the development of the material and technical base of an agricultural consumer cooperative is no more than 24 months from the date of its receipt. The term for the development of a grant for the development of the material and technical base or part of the grant funds may be extended by decision of the authorized body, but not more than for 6 months. The basis for the decision of the authorized body to extend the period for the development of the grant is documentary confirmation by the agricultural consumer cooperative of the occurrence of force majeure circumstances that prevent the development of the grant funds for the development of the material and technical base within the prescribed period. The amount of grants provided for the implementation of these activities is set for the period until December 31, 2021;

for the payment of interest on loan agreements concluded before December 31, 2016, and loans received before December 31, 2016 in agricultural credit consumer cooperatives for the purposes provided for in paragraph 1 of Appendix No. 14 to the State Program, in the amount specified in paragraph 6 Appendix No. 14 to the State Program;

e) to citizens running private subsidiary plots, for the payment of interest on loan agreements concluded before December 31, 2016, and loans received before December 31, 2016 in agricultural credit consumer cooperatives for the purposes provided for in clause 1 of Appendix No. 14 to the State program, in the amount specified in paragraph 6 of Appendix No. 14 to the State Program;

f) scientific and educational organizations - in the form of grants in the form of subsidies to support production and (or) the sale of agricultural products of their own production in the areas specified in subparagraph "a" of this paragraph.

6. Funds are provided:

a) recipients of funds in the directions specified in subparagraphs "a" and "b" of paragraph 5 of these Rules, subject to the following conditions:

achievement in the reporting financial year of the results of the use of funds in accordance with the agreement concluded between the constituent entity of the Russian Federation and the recipient of funds starting from 2021;

application of fertilizers used in the production of a specific type of crop production within the priority sub-sector of the agro-industrial complex (with the exception of the priority area for the development of viticulture);

the use of seeds and planting material of agricultural crops, varieties or hybrids of which are included in the State Register of Breeding Achievements approved for use in a particular region of admission, provided that the varietal and sowing qualities of such seeds and planting material comply with GOST R 52325-2005, GOST R 32552 -2013, GOST 30106-94 and GOST R 53135-2008 in the production of a specific type of crop production or laying of perennial plantations within the priority sub-sector of the agro-industrial complex (with the exception of the priority direction for the development of viticulture);

achievement of the level of productivity of farm animals established by the authorized body in the production of a specific type of livestock product within the priority sub-sector of the agro-industrial complex, while in the priority direction of milk production, subsidies are provided to agricultural producers with milk productivity of cows not lower than the level established by the authorized body for the corresponding category of farms in subject of the Russian Federation;

achievement of the number of livestock of farm animals, established by the authorized body, in the production of a specific type of livestock product within the priority sub-sector of the agro-industrial complex;

b) in the areas indicated in paragraphs two and three of subparagraph "c" and paragraph two of subparagraph "d" of paragraph 5 of these Rules - to recipients of funds who undertake to achieve the performance indicators provided for by the project for the creation and development of a peasant (farm) economy and (or) a project for the development of the material and technical base of agricultural consumer cooperatives, subject to the implementation of the activities for which the grant is provided, for at least 5 years from the date of its receipt;

c) in the directions specified in subparagraphs "c" - "e" of paragraph 5 of these Rules - to recipients of funds in the constituent entities of the Russian Federation that meet the conditions specified in paragraph four of paragraph 24 of these Rules.

7. In the directions specified in subparagraphs "a" and "b" of paragraph 5 of these Rules, the rates are determined by the authorized body.

8. When determining the amount of bets in the areas provided for in subparagraphs "a" and "b" of paragraph 5 of these Rules, the following coefficients are applied simultaneously:

from 2021, if the recipient of funds fulfills the condition for achieving in the year preceding the year of receipt of the subsidy (hereinafter referred to as the reporting year), the results provided for by these Rules, within the relevant priority sub-sector of the agro-industrial complex, a coefficient in the amount equal to the average ratio of the actual values ​​is applied to the rate for the reporting year to the established ones, but not higher than 1.2;

from 2021, if the recipient of funds fails to fulfill the conditions for achieving the results in the reporting financial year, provided for in paragraph two of subparagraph "a" of paragraph 6 of these Rules, within the relevant priority sub-sector of the agro-industrial complex, a coefficient is applied to the rate in the amount equal to the average ratio of actual values ​​for the reporting year to established;

in the event that the milk productivity of animals is higher than that established by the authorized body in accordance with paragraph five of subparagraph "a" of paragraph 6 of these Rules, a coefficient is applied in the amount equal to the ratio of the actual value for the reporting year for the relevant category of farms to the established one, but not more than 1.2;

in case of ensuring the number of commercial livestock of cows of specialized meat breeds in agricultural organizations, peasant (farm) farms above that established by the authorized body in accordance with these Rules, a coefficient is applied in the amount equal to the ratio of the actual value for the reporting year to the established one, but not more than 1.2;

if the number of breeding stock of sheep and goats is higher than that established in accordance with paragraph six of subparagraph "a" of paragraph 6 of these Rules, a coefficient is applied in the amount equal to the ratio of the actual value for the reporting year to the established one, but not more than 1.2.

9. Subsidies are provided to the budgets of the subjects of the Russian Federation subject to the following conditions:

a) the existence of legal acts of the subject of the Russian Federation, approving the list of activities for the purpose of co-financing which subsidies are provided, in accordance with the requirements of regulatory legal acts of the Russian Federation;

b) the presence in the budget of the constituent entity of the Russian Federation of budget allocations for the fulfillment of the expenditure obligations of the constituent entity of the Russian Federation, co-financing of which is carried out from the federal budget, in the amount necessary for its implementation, including the amount of the subsidy planned to be provided, and the procedure for determining the amount of these allocations, unless otherwise established by acts of the President of the Russian Federation or the Government of the Russian Federation;

c) the conclusion between the Ministry of Agriculture of the Russian Federation and the highest executive body of state power of the constituent entity of the Russian Federation of an agreement on the provision of subsidies (hereinafter referred to as the agreement) in accordance with paragraph 10 of the Rules for the formation, provision and distribution of subsidies from the federal budget to the budgets of the constituent entities of the Russian Federation, approved by a government decree of the Russian Federation dated September 30, 2014 N 999 "On the formation, provision and distribution of subsidies from the federal budget to the budgets of the constituent entities of the Russian Federation" (hereinafter referred to as the Rules for the Formation of Subsidies).

10. The criterion for selecting subjects of the Russian Federation for granting subsidies is the presence of at least one priority sub-sector of the agro-industrial complex for the corresponding financial year.

11. The subsidy is provided on the basis of an agreement prepared (formed) using the state integrated information system for managing public finances "Electronic Budget" in accordance with the standard form approved by the Ministry of Finance of the Russian Federation.

12. The amount of the subsidy provided to the budget of the i-th subject of the Russian Federation in the corresponding financial year (Wi) is determined by the formula:

a 6i - the share of the i-th subject of the Russian Federation in the planned indicators of the production of fiber flax products and the planned area of ​​fiber flax crops;

14. The share of the subsidy calculated for the budget of the i-th constituent entity of the Russian Federation for the corresponding financial year in accordance with paragraph 13 of these Rules in the total amount of the subsidy cannot differ from the average share of the subsidy in the total amount of subsidies provided to the budget of the i-th constituent entity of the Russian Federation for 3 years preceding the year of granting the subsidy, in all subjects of the Russian Federation by more than 40 percent, in Sevastopol by more than 3 times.

The calculation of the average share of subsidies in the total amount of subsidies provided to the budget of the i-th subject of the Russian Federation for 2017, 2018 and 2019 is carried out based on the amount of subsidies provided to the budget of the i-th subject of the Russian Federation to help achieve the targets of regional programs, increase productivity in dairy farming and unrelated crop support.

26. The amount of the subsidy to the budget of the i-th constituent entity of the Russian Federation, calculated in accordance with paragraph 25 of these Rules, may not exceed 15 percent of the total subsidy in this area. In case of excess, the released funds are distributed evenly among the constituent entities of the Russian Federation that are entitled to receive a subsidy in accordance with paragraph 25 of these Rules.

27. During the financial year, the subject of the Russian Federation has the right to increase the number of priority sub-sectors of the agro-industrial complex for the corresponding financial year in agreement with the Ministry of Agriculture of the Russian Federation without increasing the total amount of the subsidy provided to the budget of the subject of the Russian Federation for the corresponding financial year, while the amount of the subsidy distributed subject of the Russian Federation for new priority sub-sectors of the agro-industrial complex cannot exceed 20 percent of the amount of the subsidy calculated in accordance with paragraphs 12-25 of these Rules.

28. The transfer of subsidies is carried out in accordance with the established procedure to the accounts opened by the territorial bodies of the Federal Treasury in the institutions of the Central Bank of the Russian Federation for accounting operations with the funds of the budgets of the constituent entities of the Russian Federation.

29. The authorized body submits the following documents to the Ministry of Agriculture of the Russian Federation:

a) an extract from the law of the constituent entity of the Russian Federation on the budget of the constituent entity of the Russian Federation (consolidated budget list of the budget of the constituent entity of the Russian Federation) and (or) the municipal legal act of the representative body of the municipality on the local budget (consolidated budget list of the local budget), confirming the existence of approved in the budget of the subject of the Russian Federation (local budget) budget allocations for financial support of the expenditure obligations of the constituent entity of the Russian Federation specified in paragraph 3 of these Rules (expenditure obligations of municipalities, for the purpose of co-financing which the budget of the constituent entity of the Russian Federation is provided with a subsidy), - within a period not later than 30 days from the date conclusion of an agreement;

b) a document containing information on the use of funds from the budgets of the constituent entities of the Russian Federation, in order to co-finance the expenditure obligations of which a subsidy is provided, with a list of recipients of funds attached - in the form and within the time period established by the Ministry of Agriculture of the Russian Federation;

c) a report on the financial and economic status of commodity producers of the agro-industrial complex - in the form and within the time period established by the Ministry of Agriculture of the Russian Federation;

d) a report on the achievement of the results of the use of the subsidy - in the form and within the time period established by the agreement.

30. To assess the effectiveness of the use of the subsidy, the following results of the use of the subsidy are applied based on the list of priority sub-sectors of the agro-industrial complex established for the constituent entity of the Russian Federation:

a) gross harvest of grain and leguminous crops in agricultural organizations, peasant (farm) enterprises, including individual entrepreneurs (thousand tons);

b) gross harvest of oilseeds (excluding rapeseed and soybeans) in agricultural organizations, peasant (farm) enterprises, including individual entrepreneurs (thousand tons);

c) an increase in the production of open ground vegetables in agricultural organizations, peasant (farm) enterprises, including individual entrepreneurs, for the reporting year in relation to the indicator provided for by the agreement with the constituent entity of the Russian Federation for the previous year (thousand tons);

d) the area of ​​vineyards in fruiting age in agricultural organizations, peasant (farm) enterprises, including individual entrepreneurs (thousand hectares);

e) the area of ​​planting vineyards in agricultural organizations, peasant (farm) enterprises, including individual entrepreneurs (thousand hectares);

f) the area of ​​laying perennial plantings in agricultural organizations, peasant (farm) enterprises, including individual entrepreneurs (thousand hectares);

g) gross harvest of flax fiber and hemp fiber in agricultural organizations, peasant (farm) enterprises, including individual entrepreneurs (thousand tons);

h) an increase in milk production in agricultural organizations, peasant (farm) enterprises, including individual entrepreneurs, for the reporting year in relation to the average for the 5 years preceding the current financial year, the volume of milk production (thousand tons);

i) increase in the commercial livestock of cows of specialized meat breeds in agricultural organizations, peasant (farm) enterprises, including individual entrepreneurs, for the reporting year in relation to the previous year (thousand heads);

j) increase in breeding stock of sheep and goats in agricultural organizations, peasant (farm) enterprises, including individual entrepreneurs, for the reporting year in relation to the previous year (thousand heads);

k) the number of peasant (farm) farms implementing projects for the creation and development of their farms with the help of grant support (units);

l) increase in the volume of agricultural products produced in the reporting year by peasant (farmer) households, including individual entrepreneurs who received grant support, over the past 5 years (including the reporting year) in relation to the previous year (percent);

m) the number of agricultural consumer cooperatives developing their material and technical base with the help of grant support (units);

n) increase in the volume of agricultural products sold in the reporting year by agricultural consumer cooperatives that received grant support over the past 5 years (including the reporting year) in relation to the previous year (percentage).

31. Evaluation of the effectiveness of the use of subsidies based on the results provided for in subparagraphs "a" - "k" of paragraph 30 of these Rules is carried out on the basis of data generated by scientific and educational organizations, as well as agricultural producers, with the exception of citizens who maintain personal subsidiary plots, and agricultural consumer cooperatives (processing, marketing (trading).

32. The effectiveness of the use of the subsidy is assessed annually by the Ministry of Agriculture of the Russian Federation on the basis of an integral assessment of the achievement of the results of the use of the subsidy provided for by the agreement, in accordance with the methodology approved by the Ministry of Agriculture of the Russian Federation.

33. If, when drafting a federal law on the federal budget for the next financial year and planning period, a subject of the Russian Federation submitted an appeal to the Ministry of Agriculture of the Russian Federation before August 10 of the current financial year containing information about the absence of a partial or complete need for a subsidy, unclaimed the subsidy is distributed among the budgets of other constituent entities of the Russian Federation that are entitled to receive subsidies in accordance with these Rules.

34. Return by the subjects of the Russian Federation of funds from the budget of the subject of the Russian Federation to the federal budget in case of violation of the obligations stipulated by the agreement, insofar as it relates to the fulfillment of the results of the use of the subsidy and (or) the achievement of the values ​​of these results, including the procedure for calculating the amount of funds to be returned, the terms return and the grounds for the exemption of the constituent entities of the Russian Federation from the return of such funds, is carried out in accordance with paragraphs 16 - 18 and the Rules for the formation of subsidies.

35. Responsibility for the accuracy of the information submitted to the Ministry of Agriculture of the Russian Federation and compliance with the conditions stipulated by these Rules and the agreement lies with the authorized body.

36. Control over compliance by the constituent entities of the Russian Federation with the conditions for granting subsidies is carried out by the Ministry of Agriculture of the Russian Federation and state financial control bodies.

The agro-industrial complex is one of the most important branches of the Russian economy: it concentrates about 13% of the main production capacities, 14% of labor resources, and produces about 6% of the gross domestic product. Grants in action: how to succeed in business?

Active farms with state support (subsidizing) are currently developing in the Leningrad Region. About 1,000 peasant and farm enterprises are successfully operating here today.


The state program to support beginner farmers has been successfully implemented in the Leningrad region since 2012. During these five years, 110 farms and 68 family-type livestock enterprises received grants. About 750 million rubles have been allocated from the federal and regional budgets for gratuitous subsidies. In the last 3 years alone, the total volume of products produced by farmers in the region has almost doubled. According to the results of work for 2015, the volume of the gross product reached 2.5 billion rubles.

In the Kingisepp district, they were able to appreciate the state support provided with the allocation of grants. So, in April 2016, another agricultural facility appeared here - a livestock farm for 800 sheep, the creation of which became possible thanks to a grant allocated under the livestock development program. It is noteworthy that the capacity of the farm enterprise is designed to produce at least 20 tons of meat per year.

The farm of Anatoly Similyan received a state subsidy in 2014, which made it possible to receive financial support in the amount of 6.9 million rubles. During the implementation of the project, a sheep farm building with an area of ​​1.2 thousand square meters was erected. meters, new equipment was purchased (cremator, drinkers and feeders), the slaughterhouse was fully equipped, the livestock was replenished with 180 elite breeds of ewes.

During the implementation of the project, it was possible to double the number of sheep (from 400 to 800 heads), purchase 100 bulls for fattening. Measures are envisaged for the technical and technological modernization of the industry: renewal of the agricultural machinery fleet; expanding the use of biological plant protection products, microbiological fertilizers, and veterinary drugs. The generalizing result of the production activity of enterprises is the gross agricultural output. It represents the total amount of agricultural products produced for a certain period. The composition of gross agricultural output includes:

The market of agricultural raw materials and foodstuffs is characterized by certain features arising from the characteristics of the agro-industrial production itself - the dependence of supply on natural and climatic conditions. Because of this, the commodity producer must have at least three action programs - in case of favorable weather conditions (when there will be an excess of production), in case of adverse conditions (when there will be a shortage of products) and in case of natural disasters (when there will be loss of production). The costs of a market economy include, first of all, insufficient stability, which gives rise to inflation and price increases; secondly, it is characterized by underemployment of labor resources with an inevitable companion of the market - unemployment; thirdly, the market takes into account only the individual commercial aspect and ignores the so-called public goods (education, health care, public order, childrearing, etc.); fourthly, the market gives rise to potential social stratification, cruelty to weak subjects in the competitive struggle, and inevitably ruins part of the business structures; fifthly, the market does not guarantee complete social justice, the solution of a number of social problems (maintenance of pensioners, the disabled, orphans, etc.). And, finally, in a market economy, incomes can depend not only on the invested labor and material and monetary costs, but also on chance, conjuncture, a favorable combination of circumstances.

All of the above leads to the conclusion that the pure market mechanism needs some adjustment. In a mixed economy, it is partly carried out by the state. As domestic and foreign experience shows, a market agrarian economy cannot function successfully without state regulation of pricing and support for agricultural producers. The share of agricultural products in world exports has been steadily declining in recent decades: for food products from 13% in 1970 to 9% in 1996, for agricultural raw materials - from 7 to 2.5%. This decline is explained, firstly, by the success in food self-sufficiency in Western and Central Europe, China and India, and secondly, by the use of substitutes instead of natural agricultural raw materials. In addition, in recent decades, there has been a pronounced trend towards faster growth in trade in ready-to-eat food products.

In world exports of food products, the share of developed countries remained almost unchanged (72.4% in 1970 and 72.1% in 1996), while the share of developing countries during this time increased from 17.5 to 20.9%, while the share of countries with economies in transition, on the contrary, decreased from 9.9 to 6.6%.

World export resources of grain are annually about 200 million tons (10-11% of the gross harvest), including 90-100 million tons of wheat, 60-70 million tons of corn, 15-20 million tons of rice. Thailand, the USA, Vietnam, Myanmar, Pakistan are the leaders in world rice exports, while Indonesia, Bangladesh, Iran, North Korea, Saudi Arabia, and Brazil are significant importers.

The largest importer of grain in the 70-80s. was the Soviet Union (the average annual volume of purchases in 1986-1990 reached 32.4 million tons, or 16.9% of the gross grain harvest in the USSR for the same years). Russia in 1990-1991 imported 20 million tons of grain annually, in 1992 - 27 million tons, but in 1993, due to a decrease in demand for feed grain, imports decreased to 11 million tons, and in 1994 - 1997. disappeared altogether.

The main suppliers of beef are Australia, Brazil, the Netherlands, Canada and the USA; lamb - Australia and New Zealand; broken bird - USA, France, Brazil. More than 5 million heads of cattle, 9-10 million heads of pigs and 15 million sheep are annually supplied to the world market. The main exporters of live breeding stock are the USA, Canada and EU member countries.

The annual volume of world trade in dairy products exceeds 11 million tons. The Netherlands, Ireland, Denmark and France are leaders in the export of cheese, and oils - New Zealand, the Netherlands, Ireland, Denmark. Russia is a major importer of dairy products.

In the early 1990s, exports of fruits and vegetables, fish and seafood developed most dynamically. Trade in dairy products, oilseeds, oils and meat increased at a moderate pace. Exports of cereals, sugar, coffee, cocoa, tea were subject to significant fluctuations, but in general did not increase. Although cereals remain the largest position in the international food exchange, their share by the beginning of the 1990s had fallen from 20 to 15% compared to the beginning of the 1980s. The share of sugar, coffee, cocoa and tea for the corresponding period decreased from 14 to 10%. The share of fruits and vegetables, on the contrary, increased from 12 to 14%, and fish and seafood - from 7 to 8.5%. The share of other leading commodity groups did not change significantly: in the late 1980s oilseeds, fats, vegetable oils and sprats accounted for about 12%, and dairy products accounted for 6.5% of exports. In the first half of the 1990s, there was a tendency for an accelerated growth in trade in food that was ready to eat and with a higher degree of processing compared to mass food raw materials.
